Assam’s ‘Shiksha Setu Axom’ App Wins Gold for Excellence in e-Governance

The Assam government’s ‘Shiksha Setu Axom’ mobile application has been awarded the prestigious gold category award for excellence in e-governance by the Centre’s Department of Administrative Reforms and Public Grievances. The award was received by Assam Samagra Siksha Mission Director Om Prakash and Executive Director Sanjoy Dutta at the National Conference on e-Governance 2024, held in Mumbai on Tuesday. The conference was organized by the Department of Administrative Reforms and Public Grievance, as stated in an official release on Wednesday. The ‘Shiksha Setu Axom’ app was recognized for its innovative use of technology to enhance real-time monitoring and attendance management, setting new benchmarks in educational governance. With a user base of 4.9 million, the app captures real-time, geo-fenced attendance of teachers, students, and non-teaching staff. Its AI-based system eliminates proxy attendance and ghost students, ensures timely teacher attendance, monitors prolonged student absence, predicts potential dropouts, and helps re-engage students. The department presented a total of nine gold, six silver, and one jury awards in the e-governance sector. By integrating AI-based solutions, the app provides an efficient and transparent platform that addresses critical issues like absenteeism, dropout rates, and the challenge of maintaining accurate attendance records. Its geo-fencing capabilities ensure that attendance data is captured only when users are physically present within designated school premises, thereby maintaining the integrity of the system. This forward-thinking approach not only supports the state’s mission to enhance educational governance but also serves as a model for other states looking to implement digital reforms in the education sector. Assam Declares Special Leaves for Govt Employees to Spend Time with Parents, In-Laws

The Assam government has announced two days of special casual leaves for state government employees to spend time with their parents or parents-in-law. The Chief Minister’s Office (CMO) declared these leaves on November 6 and 8 through a post on the social media platform ‘X’. However, the special leaves are not available for employees without living parents, and they cannot be used for personal leisure, as reported by PTI. The post emphasized, “This leave must be used solely for spending time with ageing parents or parents-in-law to honour, respect, and care for them, and not for personal enjoyment.” Government employees in essential services can avail the leave in a phased manner. The Assam Chief Minister’s post underscored the importance of parental blessings and the responsibility of ensuring the well-being of one’s parents. The CMO clarified that these leaves could be combined with other holidays such as Chhat Puja on November 7, the second Saturday holiday on November 9, and Sunday on November 10, providing an extended break for employees. Assam Chief Minister Himanta Biswa Sarma initially announced these special casual leaves for spending time with parents and parents-in-law during his first Independence Day speech after taking office in 2021. In addition, on Wednesday, the Assam government introduced a 180-day Child Adoption Leave policy for all women working in state government departments. This decision aligns with Rule 43-B of the Central Civil Services (Leave) Rules, 1972, as reported by HT.

Assam Government Compensates Families Affected by Bulldozer Justice with Rs 30 Lakh

The Assam government has provided compensation of Rs 30 lakh to five families whose homes were bulldozed two years ago in Nagaon district. This action followed their alleged involvement in torching a police station, an incident triggered by the death of Safikul Islam, a fish-seller, while in police custody. Additionally, the government sanctioned Rs 2.5 lakh for Islam’s family. However, the payment is pending until the family provides a next-of-kin certificate, as per the statement submitted by the Assam government’s counsel to the Gauhati High Court. The compensation disbursement marks a significant development in a case that garnered attention after a mob from Salonabari village torched part of the Batadrava police station following Islam’s death. The subsequent demolition of homes belonging to alleged participants of the incident was deemed “illegal” by the court. Last year, the High Court had criticized the police superintendent for the demolitions and urged the state government to compensate those affected. The recent compensation, totaling Rs 30 lakh, covers the demolition of two pucca houses and four kutcha houses. Moreover, the court has requested information on actions taken against the responsible officers. The affidavit submitted by the current Nagaon SP highlights that the demolitions were part of search operations for concealed weapons and narcotics. Despite initial searches yielding no contraband, the affidavit claimed the use of excavators was necessary, leading to the seizure of a revolver and tablets. The compensation and ongoing legal proceedings underscore efforts to address past injustices and uphold the rule of law in Assam.
