Delhi Govt to Boost Healthcare with More Dialysis Machines, Imaging Services via PPP Model

The Delhi government is set to enhance its public healthcare system by adding over 30 new dialysis machines, expanding access to diagnostic services like MRI, CT scans, and ultrasounds through the Public-Private Partnership (PPP) model, and constructing rest houses (VishramGrih) for patients and their caregivers, according to senior officials. These initiatives were reviewed during a key meeting of the Health Department held on June 18, chaired by Delhi Health Minister Pankaj Kumar Singh. The meeting focused on strengthening medical infrastructure and service delivery in the national capital. As part of its ongoing efforts under the Pradhan Mantri National Dialysis Programme (PMNDP) operating via the PPP model, the government has already deployed 150 dialysis machines across 16 public hospitals. Singh confirmed that an additional 32 to 40 machines will soon be installed to meet growing demand. Officials also assessed progress on various health schemes and facilities, including the operationalisation of Ayushman Arogya Mandirs, the development of critical care units under the PM-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), and the rollout of Jan Aushadhi Kendras to ensure affordable medicine availability. Other key issues on the agenda included the outsourcing of registration services in outpatient (OPD) and inpatient (IPD) departments, addressing manpower shortages in hospitals and Mohalla Clinics, implementing the Hospital Information Management System (HIMS), and ensuring smooth procurement of essential medical supplies. In addition, the Health Minister directed the formation of new health councils and committees, and stressed the identification of sensitive roles within the health department to improve transparency and governance. Delhi Sees Governance Transformation Through Unified Efforts: PWD Minister Parvesh Verma

Delhi is undergoing a marked transformation in governance, thanks to improved coordination between the BJP-led Central Government, the Delhi Government, and the Municipal Corporation of Delhi, according to Public Works and Water Minister Parvesh Verma. Speaking at a press briefing on Monday, Verma highlighted that the capital is experiencing a shift in administrative functioning, with a focus on efficiency, cooperation, and timely execution. “For the first time, governance in Delhi is progressing without political friction or blame games. The results are visible – no excuses, no delays, only delivery,” he stated. Verma pointed to the achievements of the Irrigation and Flood Control Department, particularly a major desilting initiative that has cleared over 15 lakh metric tonnes of silt from key drains across Delhi. He said that efforts are underway to remove encroachments along drains to ensure smooth water flow during the monsoon. To support these operations, 156 new staff positions have been approved, enhancing departmental capacity. On the infrastructure side, the PWD has rolled out a reformed road tendering process, beginning in the Delhi University area. “We’ve issued 35 separate tenders for desilting projects. Already, 35% of work on stormwater drains is complete, and we’re on track to finish the rest by June 15,” he said. Further improvements include the resurfacing of 100 km of roads, installation of 2,500 new streetlights, and the illumination of 90% of previously dark areas. Verma also revealed that arbitration clauses have been removed from new tenders to avoid past project delays, such as those seen in the Barapullah flyover case. In a significant push to overhaul water services, Verma announced a new integrated management system under the Delhi Jal Board, titled ‘One City, One Control Room, One Number,’ aimed at streamlining issue redressal. Water distribution will now be aligned with population needs, illegal water tapping is being addressed, and household water bills could see reductions of up to 90%. Additionally, a new sewer master plan is in development, and the billing software is being upgraded for greater transparency. A major infrastructure goal includes connecting all 1,800 unauthorised colonies in the city to the sewer network by 2027. “This is a first-of-its-kind promise with a definitive timeline,” Verma affirmed. Delhi Govt Expands Vocational Education: Skill-Based Courses Introduced in 257 More Schools

In a significant push towards integrating vocational training into mainstream education, the Delhi government has approved the rollout of skill-based subjects in 257 additional government schools starting this academic session, as per a circular issued by the Directorate of Education on May 23. These skill subjects fall under the Samagra Shiksha initiative and aim to equip students in Classes 9 and 11 with hands-on learning and industry-relevant skills alongside their regular curriculum. Each school can enroll up to 50 students per subject, encouraging broader participation in career-oriented learning. To guide students in making informed decisions, schools have been asked to conduct counselling sessions detailing the benefits and future prospects associated with these vocational courses. Notably, students entering Class 11 can opt for a skill subject even if they haven’t studied it in the earlier grades, thanks to the policy’s flexible multi-entry and multi-exit structure. However, participation in these skill subjects remains optional, not mandatory. Schools can offer these courses as additional learning avenues without making them compulsory for all students. As per CBSE norms, schools do not require separate permissions to introduce new vocational subjects. They simply need to update the necessary information on the CBSE portal. The National Skills Qualifications Framework (NSQF) subjects being offered include practical disciplines such as Information Technology, Retail, Healthcare, and Beauty & Wellness—all designed to boost employability and prepare students for real-world careers. In its submission, the Delhi government referenced studies demonstrating the adverse effects of air pollution on mental well-being, especially among rural and economically vulnerable populations. Environmental pollutants, particularly air pollutants, have been linked to various mental health issues, including anxiety, mood changes, and psychotic disorders, according to the government’s report. The NGT bench, led by Justice Prakash Shrivastava, noted the Delhi government’s recommendations for addressing mental health challenges posed by air pollution. These include general measures such as physical activity and therapy, as well as specific interventions like psychiatric services provided by government hospitals. However, the NGT expressed concern over the lack of monitoring for certain air pollutants, including ammonia, lead, nickel arsenic, and Benzo(a)pyrene. The tribunal emphasized the need for comprehensive monitoring and urged the Central Pollution Control Board (CPCB) to provide additional data on these parameters. Furthermore, the NGT raised questions regarding the disbursement of environmental compensation (EC) funds for road construction by municipal authorities. Doubting the legitimacy of such expenditures, the tribunal directed the CPCB to submit a detailed report outlining the approval process for fund allocation, the utilization plan for environmental components, and the correlation between pollutants and human health.
