IAS Officer Dr. Heera Lal Honored with ‘Impact Beyond Measure CSR Award’ at Raj Bhavan, Goa

Raj Bhavan, Goa | March 2025 – Dr. Heera Lal, a distinguished IAS officer of the Uttar Pradesh cadre and renowned author, has been conferred with the prestigious ‘Impact Beyond Measure CSR Award’ at a felicitation ceremony held at Raj Bhavan, Goa. The event, organized by the Directorate of Social Welfare, Government of Goa, in collaboration with Mindcube Services Limited, recognized his contributions to sustainable governance and inclusive development, aligning with the vision of Viksit Bharat 2047.

The award was presented by the Honourable Governor of Goa, Shri P. S. Sreedharan Pillai, in the presence of Social Welfare Minister Shri Subhash Phal Dessai, acknowledging Dr. Lal’s impact in rural development, environmental conservation, and citizen-driven governance.

Currently serving as the Chief Executive Officer of WDC-PMKSY 2.0, Dr. Heera Lal has led initiatives in land development, water conservation, and sustainable agriculture. Under his leadership, PMKSY projects have empowered thousands of farmers, improved rural livelihoods, and contributed to environmental sustainability.

During his tenure as District Magistrate of Banda, Dr. Lal introduced water conservation programs that increased groundwater levels and revived traditional water bodies. He also launched the Green Election initiative, first implemented in Anandpur Sahib and later in Mumbai, incorporating sustainability into the election process by reducing plastic use and promoting biodegradable alternatives.

His Model Gaon initiative has become a model for rural transformation, focusing on self-sufficiency and sustainable development. His philosophy of ‘Do Maa’—serving both one’s biological mother and Mother Earth (Jal, Jungle, Zameen)—guides his work. His “Red Carpet over Red Tape” approach promotes citizen-centric governance, prioritizing efficiency and public participation.

On receiving the award, Dr. Heera Lal said, “This honor is not just a recognition of my work but a tribute to every individual dedicated to driving positive change. Together, we can create a more inclusive and sustainable future.”

A respected thought leader, Dr. Heera Lal is a frequent speaker at leading institutions, including the National Centre for Good Governance, where he recently addressed Sri Lankan civil service officers during their Mid-Career Training Programme.

This award adds to Dr. Heera Lal’s legacy, reinforcing his reputation as a leader committed to building an equitable, sustainable, and empowered India.
