Rajnath Singh Inaugurates DPSU Bhawan, Launches R&D and Green Manufacturing Initiatives to Boost Defence Self-Reliance

In a significant move to strengthen India’s defence manufacturing ecosystem, Defence Minister Rajnath Singh inaugurated the state-of-the-art DPSU Bhawan at Naoroji Nagar, New Delhi, on November 10, 2025. The new facility aims to serve as a central hub for collaboration and innovation among the country’s 16 Defence Public Sector Undertakings (DPSUs), promoting synergy under the national vision of Atmanirbhar Bharat. The event also featured the launch of a comprehensive R&D roadmap for DPSUs and the unveiling of HAL’s R&D Manual, designed to enhance indigenous design, intellectual property creation, and collaboration with Indian academia. Singh said the roadmap represents India’s shift “from manufacturing under licence to manufacturing through innovation,” reinforcing the goal of technological self-sufficiency. Highlighting the sector’s growth, Singh revealed that India’s defence production in FY25 touched a record ₹1.51 lakh crore, with DPSUs contributing over 71%. Defence exports also surged to ₹6,695 crore, showcasing global confidence in Indian-made platforms. He urged DPSUs to continue their momentum by focusing on rapid indigenisation, quality enhancement, and timely deliveries. Four DPSUs — Munitions India Limited (MIL), Armoured Vehicles Nigam Limited (AVNL), India Optel Limited (IOL), and Hindustan Shipyard Limited (HSL) — were awarded Miniratna (Category-I) status, granting them greater operational autonomy and financial independence. To promote industry collaboration, three key MoUs were exchanged between HAL, BDL, Yantra India Limited (YIL), and MIDHANI. These agreements include the setup of a 10,000-ton forging press to reduce dependence on imported aluminium alloys and the establishment of a Metal Bank to secure critical raw materials for defence projects. HAL also announced an interest-free advance of ₹435 crore to YIL, while BDL committed to a sustained workload of 3,000 metric tonnes over the next decade. Rajnath Singh also launched SWAYAM (Sustainable and Green Defence Manufacturing) — a compendium highlighting eco-friendly practices adopted across DPSUs. Backed by the Comprehensive Energy Efficiency Action Plan (CEEAP) 2023, it promotes renewable energy, energy efficiency, and carbon reduction. He commended India Optel Limited (IOL) and Bharat Electronics Limited (BEL) for achieving 100% renewable energy usage, contributing significantly to India’s Net Zero goals. The newly inaugurated DPSU Bhawan brings all DPSUs under one roof, symbolizing unity and collective progress under the Sanskrit motto “Sangachhadhwam Samvadadhwam” — “Move together, dialogue together.” Equipped with modern simulation facilities, conference rooms, and exhibition spaces, it is set to become a showcase of India’s growing defence manufacturing capabilities. BHU Rolls Out 63 New SWAYAM Courses for 2025, Takes Lead in Digital Education

Banaras Hindu University (BHU) has introduced 63 newly developed online courses on the SWAYAM platform for the upcoming 2025 academic session. Registration is currently open at swayam.gov.in/INI, with classes scheduled to commence on July 21 and August 18. These SWAYAM courses, designed to span four, eight, or twelve weeks, cater to a broad range of academic disciplines including commerce, management, humanities, arts, social sciences, psychology, life sciences, law, engineering, and Ayurveda. The curriculum includes both conventional subjects and modern, interdisciplinary topics. Final examinations for these programmes will be held in October 2025. SWAYAM (Study Webs of Active Learning for Young Aspiring Minds) is a flagship initiative by the Ministry of Education that offers free access to high-quality online courses for learners across the country. BHU has actively supported this initiative and, over the past two sessions, has already developed 37 such programmes. Recognizing BHU’s dedication to expanding digital education, the Ministry of Education has designated the university as the National Coordinator (NC) for Institutions of National Importance (INIs) on the SWAYAM platform. As part of this role, BHU will oversee the design, academic quality, and implementation of online courses created by more than 160 prestigious institutions, including IITs and Central Universities. Dr. Ashutosh Mohan from BHU’s Institute of Management Studies has been appointed as the official National Coordinator for this initiative. The university is now tasked with supporting the academic delivery, administration, and strategic growth of SWAYAM’s Massive Open Online Courses (MOOCs) developed by INIs nationwide. Maharashtra Unveils ‘MAHASWAYAM’ Portal for Online Higher Education Courses

The state government of Maharashtra is gearing up to launch ‘MAHASWAYAM,’ a dedicated portal for higher education courses. Drawing inspiration from the central government’s SWAYAM portal, ‘MAHASWAYAM’ aims to create a comprehensive platform for online courses, aligning with the evolving landscape of education. Chandrakant Patil, the Minister of Higher and Technical Education, chaired a meeting on Friday to deliberate on the effective implementation of the National Education Policy (NEP) in the state. Professor Shailendra Deolankar, the Director of Higher Education, underscored the active involvement of state universities in offering online courses. To ensure inclusivity for all students, the decision was made to launch ‘MAHASWAYAM’ as a state-centric portal. Under the NEP, students now have the flexibility to pursue online courses for minor subjects, earning valuable credits towards their final scores. Addressing concerns related to academic calendars and fees on the existing SWAYAM portal, Deolankar emphasized that ‘MAHASWAYAM’ aims to provide a holistic solution for both students and administrators. “To implement this initiative, the state government has formed a consortium comprising Yashvantrao Chavan Maharashtra Open University, Savitribai Phule Pune University, University of Mumbai, and Shivaji University, Kolhapur. Over the next three months, the consortium will collaboratively design the portal, focusing on courses related to Indian Knowledge Systems (IKS),” said Deolankar. Minister Patil stressed the importance of leveraging social media for information dissemination, urging the department to comprehensively update the web portal in multiple languages. Additionally, he directed the creation of a dedicated Twitter handle for the Higher and Technical Education Department to ensure regular updates reach a wider audience. The imminent launch of ‘MAHASWAYAM’ is anticipated to reshape the higher education landscape in Maharashtra, offering students a versatile and accessible platform for online learning.
