Uttar Pradesh Chief Minister Yogi Adityanath on Thursday hailed former Prime Minister Atal Bihari Vajpayee as an icon of good governance, emphasizing his pro-poor policies aimed at empowering marginalized communities. Yogi’s remarks were made during the inauguration of “Good Governance Week” at the Sangeet Natak Academy in Lucknow, a week-long event running until December 25 to commemorate Vajpayee’s 100th birth anniversary. The CM praised Vajpayee’s transformative leadership, which turned political instability into governance stability. He highlighted key policies such as the Antyodaya scheme, which sought to uplift the poor, deprived, and backward sections of society, and initiatives like the Pradhan Mantri Gramin Sadak Yojana and the Golden Quadrilateral that revolutionized India’s infrastructure. “This year marks the birth centenary of Atal Bihari Vajpayeeji, a great son of India. His vision of good governance continues to inspire the nation, including Uttar Pradesh, under the leadership of Prime Minister Narendra Modi,” Yogi said. Yogi Adityanath Calls for 50% Increase in Higher Education Enrollment

Uttar Pradesh Chief Minister Yogi Adityanath has directed officials to increase the state’s Gross Enrolment Ratio (GER) in higher education by 50% over the next 10 years. During a review meeting on Sunday, Yogi emphasized that Uttar Pradesh has made significant strides in implementing the National Education Policy (NEP) 2020, particularly in enhancing GER and improving the quality of education in universities and colleges. The GER measures the proportion of people enrolled in higher education relative to the population aged 18-23. The NEP 2020 sets a target to boost GER by 50% by 2035. Yogi noted that Uttar Pradesh has already established one university per division and is now advancing towards the “One District-One University” model. Currently, the state’s GER in higher education stands at around 25%, with the goal of surpassing 50% in the next decade. Focus on Local Language Courses The Chief Minister also stressed the importance of offering courses in local languages, highlighting the need for linguistic proficiency among youth. He urged officials to ensure that students benefit from the Apprenticeship Promotion Scheme and receive their stipends on time. Yogi Adityanath further outlined the state’s commitment to modernizing education, stating that the NEP aims to deliver quality, universal, and employment-oriented education through advanced technology in higher education institutions. He also called for the establishment of a research chair in honor of the renowned writer and thinker Rahul Sankrityayan at Maharaja Suheldev State University in Azamgarh, providing a platform for young scholars to study his life and work. Agricultural Education and Innovation The CM identified agricultural education, research, and innovation as promising career paths for young people, announcing the creation of incubation centers in all four agricultural universities and Centers of Excellence related to agriculture. He proposed the establishment of a regulatory institution similar to the Uttar Pradesh Council of Agricultural Research (UPCAR) to oversee agricultural educational institutions. Enhancing Basic Education Yogi Adityanath also highlighted the need for collaboration between the Department of Women and Child Development and the Department of Basic Education to make “bal vatikas” effective learning centers that inspire a passion for learning in children. He instructed officials to regularly update school curriculums, focusing on engaging learning materials and teaching methods for young students. The CM urged the expedited construction of Mukhyamantri Abhyudaya Composite Schools and Mukhyamantri Model Composite Schools, which, along with Atal Residential Schools, are expected to significantly transform the state’s basic education system. He also emphasized the importance of completing annual exams by May 15 and ensuring that every school has a playground to promote physical education.

Uttar Pradesh Government to Present Supplementary Budget of Rs 30,000 Crore in Assembly

The Yogi Adityanath-led Bharatiya Janata Party (BJP) government will present a supplementary budget of approximately Rs 30,000 crore in the Uttar Pradesh Legislative Assembly on Tuesday. This presentation will take place on the second day of the monsoon session of the UP Vidhan Sabha, which will also include discussions on various bills presented in the House. The supplementary budget is expected to gain cabinet approval and will allocate funds for several key projects and initiatives, including the Kumbh Mela, the purchase of buses, industrial projects, and the construction of new bridges. In addition to the budget presentation, the Uttar Pradesh government introduced the UP Prohibition of Unlawful Religious Conversion (Amendment) Bill in the Assembly on Monday. This bill proposes life imprisonment for offenses related to ‘love jihad’ and aims to double the punishments for certain crimes listed under it. Samajwadi Party leader Fakhrul Hasan Chand criticized the amendments, accusing the BJP of engaging in negative politics instead of addressing issues like unemployment and paper leaks. In a self-made video, Chand stated, “The BJP government, which has brought the ordinance on Love Jihad, already has a law on it. If someone traps someone in his/her love trap with some motive, then there is a law for it, but the BJP only wants to do negative politics.” During the Assembly session, Uttar Pradesh Chief Minister Yogi Adityanath introduced four new ministers to his cabinet: OP Rajbhar, Anil Kumar, Dara Singh Chauhan, and Sunil Sharma. “These four cabinet ministers were part of this Assembly. I introduce them as part of the Cabinet in this House,” Adityanath said. App Development and Implementation The Uttar Pradesh Electronics Corporation Limited (UPLC) has been tasked by the Social Welfare Department to develop this app. The UPLC is in the process of selecting empanelled companies through an e-tender to create the app. The chosen agency will conduct a detailed project study based on departmental feedback and compile a System Requirements Specification (SRS). Key Features of the App The app will offer a range of features designed to streamline and enhance school management, including: Registration Modules: For students, staff, and school infrastructure. Management Information System (MIS): To streamline data management. Advanced Security Features: Including login and access controls, user role definitions, and permission settings. Scalability and Analytics: To handle large volumes of data efficiently. Hosting and Maintenance: With 16 GB RAM hosting, 1 TB storage, and annual maintenance plans. Comprehensive Database and Training The app will track essential information for over 60,000 students and provide detailed records for staff and school infrastructure. In alignment with the Computer Emergency Response Team (CERT) guidelines, the implementing agency will also provide a three-day official training for staff to ensure smooth operation and management. Benefits and Vision This project, spearheaded by Chief Minister Yogi Adityanath, promises significant improvements in the management and operational efficiency of aided schools in Uttar Pradesh. Uttar Pradesh Government Issues Guidelines for Education Service Selection Commission

The recruitment process for teachers and instructors in the state, the Uttar Pradesh government, under the leadership of Chief Minister Yogi Adityanath, has issued a comprehensive notification outlining the rules for the Uttar Pradesh Education Service Selection Commission (UPESSC). According to an official release, the guidelines stipulate that candidates invited for interviews, following the written examination, must be awarded a minimum of 40% marks. However, the maximum marks permissible for the interview stage are capped at 90%. The UPESSC will oversee the recruitment of instructors in basic, secondary, and higher education, as well as vocational education, and teachers in aided minority colleges across the state. The Examination Committee will determine the number of candidates to be interviewed in a day and the overall number of boards to be conducted daily, based on the needs of the recruitment process. Moreover, the number of candidates called for interviews will range from 3 to 5 times the number of vacancies, as deemed appropriate by the Commission. For positions requiring interviews, a merit list will be released by combining the marks obtained in the written examination and the interview. In cases where only a written exam is conducted, a merit list will be prepared based on the written exam marks alone. In instances where candidates have equal merits, preference will be given to the marks obtained in the written exam, followed by interview scores. If parity persists, eligibility percentages such as JRF, NET, PhD, and postgraduate scores will be considered. Additionally, in the event of identical scores across all criteria, priority will be given to the candidate with higher age. The release also outlines a meticulous process for candidate replacements, should the initially selected candidate be unable to assume the post. The selected candidate, upon explaining the reasons for non-acceptance, will submit their application to the Director, who will then recommend an adjustment to the Commission. The Commission will subsequently hold the institution or appointing authority accountable for any discrepancies in the requisition process. This move by the Uttar Pradesh government is anticipated to bring transparency and efficiency to the teacher and instructor recruitment process, ensuring that the most qualified and suitable candidates are selected for these crucial roles in the education sector.
