Women’s University Enrolment in India Surges 26% in 2024: Report

India is witnessing a significant rise in women’s participation in higher education, with female enrolment in universities increasing by 26% year-on-year in 2024, according to a recent report by TeamLease Edtech. In contrast, men’s enrolment grew by 3.6% during the same period. This surge contributed to an overall 12% increase in total student enrolment from 2023 to 2024. Notably, women’s enrolment in work-linked, work-integrated, and direct admission (DA) programmes more than doubled, marking a remarkable 124% growth, while men’s participation in these programs increased by 66%. Kerala Cabinet Approves Draft Bill for Establishment of Private Universities

The Kerala Cabinet, led by Chief Minister Pinarayi Vijayan, has approved the Kerala State Private Universities (Establishment and Regulation) Draft Bill, 2025, setting the stage for private universities in the state. The bill outlines strict guidelines for eligibility, infrastructure, and governance to ensure high academic standards. According to the draft bill, only credible sponsoring agencies with prior experience in the education sector can apply to establish private universities. Institutions must own land as per regulatory guidelines and deposit a ₹25 crore corpus fund in the state treasury. For multi-campus universities, the main campus must span at least 10 acres. The bill also mandates adherence to UGC and state government norms regarding faculty appointments, the selection of the Vice-Chancellor, and overall university administration. To ensure local representation, 40% of seats in each course must be reserved for students from Kerala, aligning with the state’s reservation policy. Additionally, scholarships and fee waivers will continue for Scheduled Caste (SC) and Scheduled Tribe (ST) students. Applicants must submit a detailed project report along with the application fee, ensuring transparency and credibility in the process. Maharashtra’s Free Education Scheme Spurs 44,198-Girl Enrollment Boost

The Maharashtra government’s free education scheme has achieved a transformative milestone, with girl admissions in degree, diploma, and postgraduate courses increasing by a staggering 44,198 in the academic year 2024–25. Officials have hailed the rise as “phenomenal,” reflecting the scheme’s success in making education more accessible to girls from economically weaker backgrounds. Pooja Kamble, the daughter of an auto driver and now an MBA student in Pimpri, credits the scheme for enabling her to advance her career. “The free education scheme allowed me to pursue my MBA after working for two years post-graduation. This degree will help me grow in my career,” Kamble shared. Implemented by the higher and technical education department earlier this year, the initiative covers girls from families with an annual income of up to ₹8 lakh. It includes professional courses like engineering, law, pharmacy, and management. According to data from the state CET cell, girls secured 173,434 out of 597,277 seats in 2024–25, a significant increase from last year’s 129,263 out of 414,713. The surge is most notable in MBA, law, engineering, and technology courses. Experts have praised the scheme while acknowledging areas for improvement. Professor Ramdas Jhol of Dattakala Educational Institute remarked, “The scheme has significantly increased girls’ enrollment, despite initial confusion in its rollout. With revisions, we expect even better outcomes next year.” Former Higher Education Minister Chandrakant Patil, under whose tenure the scheme was introduced, expressed pride in the results. “This initiative aligns with Maharashtra’s legacy of championing women’s education, inspired by Savitribai Phule. Higher Education Minister MC Sudhakar Criticizes NEP at Bangalore University Convocation

At the 59th convocation of Bangalore University held at the Jnana Jyothi Auditorium on Tuesday, Higher Education Minister MC Sudhakar openly criticized the National Education Policy (NEP) in the presence of University Grants Commission (UGC) Vice-Chairman Deepak Kumar Srivastava. Sudhakar’s remarks came after Srivastava, the chief guest, praised the NEP for bringing “spectacular change” to India’s education landscape. In his address, Srivastava highlighted NEP’s “path-breaking initiatives,” including the multiple entry-multiple exit system, automated permanent academic account registry, and national credit framework, which he believes are game-changers for higher education in India. However, Sudhakar, speaking next, raised concerns about the NEP’s practicality, pointing out that it overlooks on-ground challenges such as faculty shortages. “After the emergence of private universities, RGUHS, VTU, and similar institutions, many of our universities and colleges have become solitary, single-discipline institutions. For instance, when a student wants to study an open elective like AI, where is the faculty for it? If IITs have a 20% vacancy rate, imagine the condition of ordinary colleges,” he argued. Sudhakar emphasized that except for some private universities offering multidisciplinary programs under one umbrella, public universities struggle to implement such initiatives. The minister further questioned the multi-entry, multi-exit system, describing it as debatable and highlighting Karnataka’s decision to reintroduce its state education policy with a three-major system and empowered boards of studies. “We have a reason for opposing NEP. It is crucial that the interests of public universities are safeguarded,” he said. Sudhakar’s critical stance isn’t new; he had previously questioned the credibility of the National Institutional Ranking Framework (NIRF) during a convocation event at Bengaluru City University, directly addressing UGC Chairman M Jagadeesh Kumar. Despite the controversy, the convocation marked a significant milestone with 26,210 students receiving their degrees. Renowned music director Gurukiran and KS Rajanna, former commissioner under Karnataka’s Persons with Disabilities Act, were awarded honorary doctorates. IGNOU Launches BA in Micro Small & Medium Enterprises Programme

The Indira Gandhi National Open University (IGNOU) has announced the introduction of a new Bachelor of Arts in Micro Small and Medium Enterprises (BAMSME) programme. This programme, offered through the School of Vocational Education and Training (SOVET), is now open for applications for the July 2024 session. Interested candidates can apply through the official IGNOU website at ignouadmission.samarth.edu.in. The BAMSME programme is designed for individuals who have completed their 10+2 education. It aims to equip aspiring entrepreneurs with the essential skills and knowledge required to start and manage new business ventures. Offered via open and distance learning (ODL), the programme is accessible to a wide audience. It is structured to provide flexibility, with a minimum duration of three years, divided into six semesters, and a maximum duration of six years. Students are required to complete a total of 120 credits, earning 20 credits per semester. The medium of instruction is English, and the programme fee is set at Rs 5,100 per year, totaling Rs. 15,300 for the entire three-year course. According to an IGNOU statement, the primary objectives of the BAMSME programme are to facilitate the successful and profitable operation of business enterprises, enhance managerial skills, and offer an innovative, competency-based approach to entrepreneurship education. Universities Can Now Take Admissions Twice A Year: UGC Chairman

Indian universities and higher education institutions (HEIs) will now be allowed to conduct admissions twice a year, akin to foreign universities, announced UGC chief Jagadesh Kumar. The two admission cycles will be scheduled for July-August and January-February, starting from the 2024-25 academic session, according to a report by news agency PTI. “If Indian universities can offer admission twice a year, it will benefit many students such as those who missed admission to a university in the July-August session due to a delay in the announcement of board results, health issues, or personal reasons,” Kumar told PTI. “Biannual university admissions will help students maintain motivation since they do not have to wait one full year to be admitted if they miss admission in the current cycle. With biannual admissions in place, industries can also do their campus recruitment twice a year, improving employment opportunities for the graduates,” he added. The UGC chief elaborated that biannual admissions will facilitate higher education institutes (HEIs) in better planning their resource allocation, including faculty, labs, classrooms, and support services. This streamlined approach is expected to enhance the operational efficiency of universities. “Universities worldwide already follow a biannual admission system. If Indian HEIs adopt the biannual admission cycle, our HEIs can enhance their international collaborations and student exchanges. As a result, our global competitiveness will improve, and we will align with the global educational standards,” Kumar said. “If HEIs adopt biannual admissions, they need to work on administrative intricacies, good planning for increased use of available resources, and providing seamless support systems for the smooth transition of students admitted at dissimilar times of the year. HEIs can maximize the usefulness of biannual admissions only when they sufficiently prepare faculty members, staff, and students for the transition,” he added. Kumar, however, clarified that offering biannual admissions will not be mandatory for universities. HEIs with the necessary infrastructure and teaching faculty can choose to utilize this opportunity at their discretion. “Offering biannual admissions will not be mandatory for the HEIs, it is the flexibility that UGC provides to the HEIs which want to increase their student intake and offer new programs in emerging areas. To be able to admit students twice a year, HEIs must make suitable amendments to their institutional regulations,” he said.

Educational exchanges build crucial bridges for mutual understanding, learning, and friendships, said DC Manjunath, the Consul General of India in Houston, as he inaugurated two Indian pavilions at the 76th NAFSA 2024 Conference & Expo — the world’s largest international annual education event — in New Orleans, Louisiana. The Indian delegation, consisting of over 40 major academic institutions, both public and private, had a significant presence at the conference held from May 28-31. This participation highlighted the potential of Indian education and fostered international and India-US collaboration. The event, which promotes international education and exchange, brought together 10,000 delegates from more than 110 countries under the theme “Resilience. Renewal. Community.” It positioned NAFSA as a platform for global communities working together to foster resilience in the post-pandemic era, support education renewal, and build stronger local and global communities. Consul General Manjunath inaugurated the Study in India pavilion and the India Pavilion booths at the expo. The Study in India pavilion was hosted by Educational Consultants India Limited (EdCIL), under the aegis of the Union Ministry of Education, and comprised the National Book Trust and public higher education institutions. The India Pavilion, under the Education Promotion Society for India (EPSI), featured 28 reputable private higher education institutes, represented by 62 delegates led by Prof. Rajive Kumar, the All India Council for Technical Education (AICTE) member secretary, and Dr. Prashant Bhalla, senior vice-president of EPSI. Attendees at the Study in India pavilion explored diverse academic opportunities in India and discussed academic cooperation between India and the US. Manjunath emphasized that India has a robust education system equipped with high-quality research facilities and that Indian institutions are broadening their global footprint. He noted that India has become a one-stop destination for technologies such as data science and cybersecurity. “Both Study in India and the India Pavilion are a reflection of India’s commitment to becoming a global education hub and attracting international students to pursue higher education opportunities in the country,” Manjunath said. “Educational exchanges build crucial bridges for mutual understanding, learning, and friendship, which are more important than ever,” he added. On the sidelines of the conference, the consulate, in association with the education ministry and SVVS Temple Society, New Orleans, organized “India’s Higher Education Partnership & Dialogue,” highlighting India’s economic growth, educational system development, new opportunities in universities under India’s new National Education Policy 2020, and the empowerment of women in education. The event was attended by Ministry of Education Joint Secretary Sanjog Kapoor, Ministry of Education Director Varun Bhardwaj, and EdCIL Executive Director Dr. B Chandrasekar, among others. Several other Indian universities and academic institutions also participated independently, exploring diverse educational opportunities, connecting with representatives of elite institutions, and discovering a world of educational possibilities in India. The participating institutions signed MoUs with universities in the US, Europe, Canada, Japan, with a focus on STEM and management programs.
