Assam to Launch ‘Co-Districts’ for Decentralised Governance

In a pioneering move to bring governance closer to the people, Assam Chief Minister Himanta Biswa Sarma has announced the launch of “Co-Districts” — a first-of-its-kind initiative in India aimed at decentralising district administration. The announcement was made on Thursday via a post on X (formerly Twitter), with Sarma emphasizing the state’s commitment to efficient service delivery through this innovative approach. “Taking Governance one step closer to people! Tomorrow, we begin launching ‘Co-Districts’. This unique initiative, first in the country, will decentralise district administration. Co-Districts will ensure implementation of our vision of Minimum Government, Maximum Governance,” Sarma posted. The first phase of the rollout will cover 39 co-districts and is set to be completed over two days, October 3 and 4. The initiative aims to create smaller administrative units within existing districts, ensuring timely access to essential government services at the grassroots level. Key services offered at the co-district level will include the issuance of vital documents such as Next of Kin certificates, caste certificates, Non-Creamy Layer certificates, and Permanent Resident Certificates (PRCs). Additionally, co-district offices will hold magisterial powers, allowing them to grant permissions for public events, fairs, and functions without residents needing to travel to district headquarters. “This unique initiative, first in the country, will decentralise district administration,” Sarma reiterated, marking this move as a significant step toward improving local governance and empowering citizens. Assam to Create New Graduate Teacher Posts in Schools, Says Himanta Sarma

On Friday, the Assam cabinet, chaired by Chief Minister Himanta Biswa Sarma, approved the creation of 1,766 new graduate teacher positions for mathematics in state schools. This decision was made during a state cabinet meeting held at Lok Sewa Bhawan in Guwahati. In addition to the new teacher positions, the cabinet also approved the recruitment of 221 third and fourth-grade positions in 11 polytechnics and two engineering colleges across the state. Chief Minister Sarma emphasized that the recruitment for these posts would be conducted by the governing bodies of the institutions, with salaries funded directly from the state budget, eliminating the need for outsourcing. The Assam cabinet also approved an increase in the number of constituencies for the Moran and Matak Autonomous Councils. The number of constituencies for both councils will be expanded from 22 to 27. Additionally, the cabinet approved the inclusion of 16 Bodo community-dominated villages from the Sonitpur and Biswanath districts into the Bodoland Territorial Region (BTR).

Assam Declares Special Leaves for Govt Employees to Spend Time with Parents, In-Laws

The Assam government has announced two days of special casual leaves for state government employees to spend time with their parents or parents-in-law. The Chief Minister’s Office (CMO) declared these leaves on November 6 and 8 through a post on the social media platform ‘X’. However, the special leaves are not available for employees without living parents, and they cannot be used for personal leisure, as reported by PTI. The post emphasized, “This leave must be used solely for spending time with ageing parents or parents-in-law to honour, respect, and care for them, and not for personal enjoyment.” Government employees in essential services can avail the leave in a phased manner. The Assam Chief Minister’s post underscored the importance of parental blessings and the responsibility of ensuring the well-being of one’s parents. The CMO clarified that these leaves could be combined with other holidays such as Chhat Puja on November 7, the second Saturday holiday on November 9, and Sunday on November 10, providing an extended break for employees.
