India Adds Over 77,000 Medical Seats in Six Years to Strengthen Healthcare Workforce

India has significantly expanded its medical education capacity over the past six years, adding 48,563 undergraduate (MBBS) seats and 29,080 postgraduate (MD/MS) seats between the 2020–21 and 2025–26 academic years, the Ministry of Health and Family Welfare informed the Rajya Sabha. In a written response to an unstarred question, Minister of State for Health and Family Welfare Anupriya Patel said the expansion was carried out based on recommendations from the National Medical Commission (NMC), with a focus on addressing doctor shortages, particularly in underserved and remote regions. Data presented in Parliament shows a consistent year-on-year rise in MBBS seats, beginning with 2,963 additions in 2020–21. This was followed by 8,790 seats in 2021–22, 7,398 in 2022–23, 9,652 in 2023–24, and 8,641 in 2024–25. The largest annual increase came in 2025–26, with 11,119 new MBBS seats, taking the six-year total to 48,563. Postgraduate medical education also witnessed steady growth. PG seats increased by 4,983 in 2020–21 and 4,705 in 2021–22, before adding 2,874 seats in 2022–23. The momentum picked up again with 4,713 seats in 2023–24 and 4,186 in 2024–25. The highest single-year rise of 7,619 PG seats was recorded in 2025–26, bringing the cumulative increase to 29,080 seats. In addition, the Centre has approved the creation of 10,023 more medical seats under centrally sponsored schemes in government medical colleges between 2025–26 and 2028–29, further boosting capacity. The ministry said the expanded intake has contributed to improving the doctor-to-population ratio across several states, including Rajasthan, while also making medical education more accessible to Indian students and reducing the need to study abroad.   To address concerns over quality, the government noted that the NMC has implemented robust regulatory measures, such as the Minimum Standards Requirements, Graduate Medical Education Regulations 2023, Maintenance of Standards of Medical Education Regulations 2023, and the Competency-Based Medical Education Curriculum Guidelines 2024, to ensure academic and clinical standards are maintained despite rapid expansion. NMC–ICMR to Roll Out PhD Programmes to Strengthen India’s Clinical Research and Medical Innovation

The National Medical Commission (NMC), in collaboration with the Indian Council of Medical Research (ICMR), is set to introduce new PhD programmes and intensify clinical research efforts to boost indigenous innovation in medical devices and pharmaceuticals. Announcing the initiative at the 3rd convocation of Bhaikaka University in Karamsad, Anand, NMC chairman Dr. Abhijat Sheth said the move aims to fortify India’s medical research landscape and encourage innovation-led healthcare advancements. He also shared that 18,000 additional medical seats have been approved nationwide, with parallel initiatives to expand faculty capacity and ensure equitable, high-quality medical education. Highlighting the growing burden of non-communicable diseases (NCDs), Dr. Sheth emphasised the urgent need for preventive healthcare, self-care practices and the ATCOM module on professionalism as part of the commission’s updated training framework. Citing lessons from the Covid-19 pandemic, he stressed the importance of preparing future medical professionals for public health emergencies. At the convocation, 496 students from undergraduate, postgraduate and PhD programmes received their degrees, while 10 students were honoured with gold medals for academic excellence. The ceremony was attended by BU president Dr. Gauri Trivedi, provost Dr. Abhay Dharamsi, and other officials. Cabinet clears Phase 3 of medical college upgradation scheme, set to create 10,000+ new MBBS & PG seats

The Union Cabinet has approved the launch of Phase 3 of the centrally sponsored scheme aimed at expanding medical education infrastructure. Over the next three years, the scheme will add 5,023 undergraduate (MBBS) seats and 5,000 postgraduate (PG) seats in government medical colleges and institutes, with a budgetary outlay of ₹15,034 crore. This move is part of the government’s larger vision of creating 75,000 new medical seats within five years, as announced by Finance Minister Nirmala Sitharaman in the Union Budget. In earlier phases, the Centre supported the addition of 4,977 MBBS seats across 83 colleges at a cost of ₹5,972 crore, and 4,058 PG seats in 72 colleges with an allocation of ₹1,498 crore. Phase 2 provided ₹4,478 crore to increase 4,000 seats in 65 institutions. Currently, India has around 1.2 lakh MBBS seats and 74,306 PG seats — a sharp rise from 2014 levels of 51,328 MBBS and 31,185 PG seats. With over 20 lakh aspirants appearing annually for NEET, the demand for medical education remains extremely high. The expansion also aims to encourage students to pursue studies in India instead of seeking education abroad, an issue highlighted during disruptions caused by the pandemic in China, course recognition issues in the Philippines, and the ongoing war in Ukraine. However, the rapid increase has also brought challenges. A shortage of qualified faculty has persisted across many institutions. To address this, the National Medical Commission (NMC) introduced measures like Aadhaar-based biometric attendance, live CCTV monitoring, and permitted Diplomate of National Board (DNB) doctors to serve as faculty. Additionally, the age limit for teachers’ appointments was raised. Another concern has been the surge of new seats in private colleges where fees are often prohibitively expensive. The government is determined to increase the number of doctors across India in a uniform manner to meet the World Health Organization’s (WHO) standard of a 1:1000 doctor-patient ratio, National Medical Commission (NMC) Chairman Abhijat Sheth said on Saturday. Speaking at the 11th convocation of the Atal Bihari Vajpayee Institute of Medical Sciences (ABVIMS) and Dr. Ram Manohar Lohia Hospital in New Delhi, Sheth congratulated the graduating doctors, their families, and faculty members for their commitment to the medical profession. He underlined the government’s efforts to not only bridge the doctor-patient gap but also to achieve a balanced undergraduate-to-postgraduate (UG-PG) ratio of 1:1, which would bring India’s healthcare standards closer to those of developed nations. Sheth also highlighted initiatives by the NMC and the National Board of Examinations in Medical Sciences, including the integration of skill-based training, virtual learning, and competency-driven education alongside traditional methods. He urged students to focus on their health, resilience, and continuous learning throughout their careers. Addressing the graduating batch, Director General of Health Services (DGHS) Dr. Sunita Sharma reminded them that receiving a medical degree comes with a profound responsibility — to heal, lead, and serve. She emphasized that whether in clinical practice, research, or teaching, doctors must let their work be guided by empathy, evidence, and excellence. AIIMS Gorakhpur to Launch New Academic Courses

AIIMS Gorakhpur has announced the introduction of several new academic programmes, marking a major step towards academic expansion, advanced medical training, and strengthening research at the institute. The approvals were finalized during the 8th meeting of the Standing Academic Committee. The newly sanctioned courses include DM programmes in neurology, pain medicine, clinical pharmacology, and critical care medicine (under the Department of Anaesthesia, Pain Medicine & Critical Care). Additionally, Post-Doctoral Certificate Courses (PDCC) have been approved in trauma anaesthesia, spine trauma, pelvic-acetabular surgery, and adolescent gynaecology. Significantly, some of these, such as the PDCC in adolescent gynaecology, are the first of their kind in India. A Post-Doctoral Fellowship in maternal-foetal medicine (under the Department of Obstetrics & Gynaecology) has also been introduced. Further, new courses like MS in Trauma Surgery, PhD in Nursing, MSc in Nursing Psychology, and BSc in Operation Theatre Technology have been sanctioned. During the meeting, the institute’s Executive Director, Dr. Ashoka Jahnavi Prasad, highlighted the growing concern of student suicides across institutions. He stressed the urgent need for psychological support and preventive interventions. He further noted that launching specialised courses like MSc in Nursing Psychology will help build a stronger mental health workforce and make psychological care more accessible for students and the wider community. Despite Rise in MBBS Seats, Nearly 2,850 Vacant in 2024: Government Data

Despite a 39% surge in MBBS seats over the last few years, 2,849 undergraduate medical seats remained vacant in the 2024–25 academic year, according to the latest figures from the National Medical Commission (NMC). The data was shared in the Lok Sabha on August 1 by Anupriya Patel, Minister of State for Health and Family Welfare, in response to an unstarred question posed by TDP MP Putta Mahesh Kumar. India’s MBBS seat count rose from 83,275 in 2020–21 to 1,15,900 in 2024–25, driven by the establishment of new medical colleges and enhanced infrastructure and faculty availability. However, vacancies in undergraduate medical admissions (excluding AIIMS and JIPMER) peaked at 4,146 in 2022–23 before decreasing to 2,849 this year. The NMC has introduced the Minimum Standard Requirement Regulations, 2023, to ensure that institutions maintain robust standards in infrastructure, clinical materials, faculty strength, and other essential facilities. Among the states, Uttar Pradesh, Tamil Nadu, Karnataka, Maharashtra, and Gujarat accounted for the highest number of medical seats in both 2020–21 and 2024–25. To further boost medical education, the government has implemented a centrally sponsored scheme to upgrade district and referral hospitals into medical colleges, especially in underserved regions. Of the 157 medical colleges approved under this initiative, 131 are currently operational. Additionally, another centrally sponsored scheme is focused on expanding the capacity of existing state and central government medical colleges by strengthening infrastructure and increasing both MBBS and postgraduate seats. As part of the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), 75 Super Speciality Block projects have been approved to upgrade government medical colleges, with 71 already completed. We are delighted to welcome Prof. (Dr.) Himanshu Aeran, Vice Chancellor of Ras Bihari Bose Subharti University, Dehradun, thank you for joining us today. Thank you. It’s my pleasure to be here. Could you please tell us more about your university? Yes, certainly. We have two campuses—one in Meerut, named Swami Vivekanand Subharti University, and another in Dehradun, called Ras Bihari Bose Subharti University. We offer a wide range of programs. While we are primarily focused on medical faculties, we also offer courses in fashion designing, fine arts, hotel management, MBBS, nursing, pharmacy, and naturopathy. On the non-medical side, we are launching courses in mass communication, computer applications, business management, arts, liberal sciences, and more. In today’s context, where do smart skills and smarter workplaces come in? Do you see a gap between academia and industry? And how is your university addressing it? Yes, there is definitely a gap between academia and industry. To address this, we’ve been working on multiple fronts. I recently attended the VIKAS 2025 event organised by UGC, where the focus was on integrating industry with academia through apprenticeships and skill-based programs. UGC is now allowing universities to award academic credits for industry training, and we are actively implementing that. Being a medical university, our students are trained in our own hospitals and pharmacy companies. We are emphasizing industrial training in all domains to ensure our students are workforce-ready. Are there any digital initiatives or use of technologies like AI that your university has implemented? Also, how are you training your faculty? Yes, we’ve developed our own indigenous ERP system and digitized our records and administrative processes. Students are being trained on digital platforms, and we conduct regular faculty development programs to make them digitally competent. In the age of AI and tech advancement, we believe both students and faculty must be equipped to meet new challenges. At ArdorComm, we’re trying to create a unified platform from KG to PG, including representation from school education, higher education, skilling, government, and corporate sectors. How do you see this helping society? This is a wonderful initiative. I’m seeing such a platform for the first time in Dehradun, bringing together technical experts, reputed universities, and government stakeholders. It’s a great opportunity for collaboration. I’ve already interacted with several people here and we’re exploring partnerships. This is a step forward for improving education in Uttarakhand, especially given the unique challenges of our hilly regions. I congratulate you for this effort—it’s meaningful and much needed. We’ve recently completed four years of ArdorComm Media. As a growing media organization, do you have any words of encouragement for us? President Murmu to Inaugurate Uttar Pradesh’s First AYUSH University During Two-Day Visit to Gorakhpur

President Droupadi Murmu begins a two-day official visit to Uttar Pradesh today, with a packed itinerary that includes the inauguration of the state’s first AYUSH University and the first convocation ceremony of AIIMS Gorakhpur. As per the Chief Minister’s Office, President Murmu will unveil the AYUSH University located in Pipri, Bhathat — a milestone in the state’s efforts to promote traditional medicine systems and holistic healthcare education. The university is expected to serve as a hub for integrating Ayurveda, Yoga, Unani, Siddha, and Homeopathy into mainstream education and healthcare delivery. This visit marks President Murmu’s fourth trip to Gorakhpur in the last seven years and highlights the city’s growing significance on the national stage. Her presence at both AIIMS and the new university echoes the state government’s continued focus on health and education infrastructure under Chief Minister Yogi Adityanath’s leadership. On July 1, President Murmu will address graduating students during the inaugural convocation ceremony at AIIMS Gorakhpur. The venue, along with the surrounding campus, has been brought under tight security. In anticipation of her visit, OPD services at AIIMS were suspended on June 30. Chief Minister Adityanath has closely monitored all arrangements, personally inspecting the 31-km route between Gorakhpur city and Pipri to ensure seamless logistics and security. The President is also expected to visit the revered Gorakhnath Temple, where traditional meals befitting her status have been arranged. City authorities have implemented heightened security protocols across key zones. SP (City) Abhinav Tyagi confirmed a comprehensive three-tier security setup and declared a no-fly zone within a five-kilometre radius of the Circuit House to ensure the President’s safety. The visit also shines a light on ongoing development at AIIMS Gorakhpur. In April, the Chief Minister laid the foundation stone for the 500-bed ‘Powergrid Vishram Sadan’ — a facility being developed under the Power Grid Corporation of India’s CSR programme at a cost of ₹44 crore. The Vishram Sadan is intended to provide affordable accommodation for patients and their families during treatment. President Murmu’s visit is seen as a moment of pride and progress for eastern Uttar Pradesh, reinforcing Gorakhpur’s emerging role as a hub for healthcare, education, and traditional medicine. NEET PG 2025 Postponed After Supreme Court Mandate for Single-Shift Exam

The National Board of Examinations in Medical Sciences (NBEMS) has officially postponed the NEET PG 2025 examination, which was earlier scheduled for June 15. The decision comes in response to a Supreme Court directive requiring the exam to be conducted in a single shift across the country. In a public notice, NBEMS stated that the exam will be rescheduled to allow adequate time for arranging additional test centres and the necessary infrastructure to support the single-shift format. This follows the Supreme Court’s May 30 ruling, which challenged the previous plan to hold the exam in two shifts. The apex court remarked that conducting the exam in multiple shifts introduces inconsistencies and disadvantages, questioning the lack of sufficient centres in a technologically advanced nation like India. “Examinations must offer a level playing field. Dividing candidates into different shifts creates inequality,” the court observed. Last year, in response to concerns over paper leaks and security breaches, NBEMS limited the exam to only the most secure centres, reducing the number to 416. As a result, the test was split into two shifts, with a normalisation process applied to balance variations in difficulty levels. However, many candidates voiced concerns over the transparency and fairness of this system, noting that even minimal differences in scores could drastically alter rankings. The revised date for NEET PG 2025 is expected to be announced soon, with authorities now working to expand the number of test centres to accommodate all aspirants in a single session. AIIMS Chief Discusses Good Governance at PGIMER’s Prof IC Pathak Oration

The Post Graduate Institute of Medical Education & Research (PGIMER) hosted the fifth Prof IC Pathak Oration, honoring the late Prof Iqbal Chand Pathak, former Director and founding Chairman of the Department of Paediatric Surgery. Prof M. Srinivas, Director of AIIMS New Delhi and a distinguished paediatric surgeon, delivered the oration on “Good Governance & Transparency for Transformation of an Institute”. He emphasized the importance of governance principles in healthcare and the need for transparency in institutional administration. PGI Director Prof Vivek Lal reflected on Prof Pathak’s legacy, highlighting his contributions to paediatric surgery and the institute’s development. Prof JK Mahajan, Head of the Department of Paediatric Surgery, introduced Prof Srinivas, detailing his achievements. During his address, Prof Srinivas outlined methods for ensuring transparent administration, particularly in patient care. He discussed challenges in procurement and recruitment in the government sector and stressed the significance of corporate social responsibility (CSR) initiatives from major industries and public sector undertakings in strengthening healthcare services. The event witnessed participation from over 225 attendees, including more than 100 paediatric surgeons who joined virtually through PGIMER’s telemedicine services.
