Govt to Unveil Centralised Digital Music Licensing Registry by October 2025

The Ministry of Information and Broadcasting (I&B) is gearing up to launch a centralised digital music licensing registry within the next two months, in collaboration with rights societies. The initiative, expected to go live by October 2025, is part of a broader strategy to expand and streamline India’s live entertainment industry. The announcement followed the first meeting of the Joint Working Group (JWG) on live events, held on 26 August at the National Media Centre and chaired by I&B secretary Sanjay Jaju. Representatives from multiple ministries—including culture, youth affairs and sports, skill development, finance and DPIIT—participated, along with the Sports Authority of India and state governments from Maharashtra, Delhi, Uttar Pradesh, Telangana and Karnataka. Key industry players such as BookMyShow, Wizcraft, Saregama, District by Zomato and Touchwood Entertainment, along with associations like Ficci, CII, Eema and Ilea, also joined the deliberations. Rights organisations including IPRS, PPL, RMPL and IMI Trust were part of the discussions. Among the major takeaways were plans to integrate approvals for live events into the India Cine Hub portal to reduce bureaucratic hurdles, create a model policy for multi-use of public venues like stadiums, and include live-entertainment skills in the national skills framework. Proposals for financial incentives—such as GST relaxations, blended finance options, subsidies and MSME recognition—were also put on the table. Prime Minister Narendra Modi has recently highlighted live entertainment as a catalyst for employment, tourism and cultural impact. The sector, currently valued at ₹20,861 crore (2024), is expanding at nearly 15% annually, driven by increasing demand in both metro and emerging cities, as well as growing interest in music tourism. According to Jaju, the government’s ambition is to position India among the world’s top five live entertainment destinations by 2030, unlocking the potential for 15–20 million jobs. “The JWG will focus on leveraging the concert economy to boost infrastructure, create jobs, attract tourists and strengthen India’s soft power,” he noted. The JWG, constituted in July under the directive of Union I&B Minister Ashwini Vaishnaw, will continue to meet periodically to monitor progress and submit policy suggestions. South-South Cooperation The two countries reaffirmed their commitment to strengthening South-South cooperation, emphasising it as a crucial tool in tackling global challenges and ensuring fairer representation in international governance. Online Gaming Bill becomes law after President’s assent

President Droupadi Murmu has approved the Promotion and Regulation of Online Gaming Bill, 2025, officially turning it into law just a day after the Rajya Sabha cleared it. The new legislation imposes a complete ban on online money gaming services, prescribing penalties of up to three years in jail and fines as high as ₹1 crore for operators. Advertising such banned platforms could attract up to two years imprisonment and fines of ₹50 lakh. The Rajya Sabha passed the bill in just 26 minutes, following the Lok Sabha’s approval in seven minutes, despite opposition protests questioning the rushed process. Union Electronics and IT Minister Ashwini Vaishnaw, defending the law, said millions were being pushed into debt traps. “From time to time, society faces social evils. It is the responsibility of the government and Parliament to intervene with appropriate laws,” he told the House. He also cited official estimates showing that 450 million players have collectively lost over ₹20,000 crore to money-based online gaming. Prime Minister Narendra Modi welcomed the move, stressing that the law will promote e-sports and social gaming while shielding society from the dangers of gambling-driven online games. “This Bill highlights our commitment to make India a hub of gaming, innovation, and creativity. It will encourage healthy gaming while protecting people from harmful effects of money gaming,” he said. However, the decision has sparked outrage within the industry. Representatives of the ₹31,000 crore sector argue that the ban is a “death knell” for legitimate businesses, warning that offshore operators will benefit while Indian companies suffer. In a landmark step towards bolstering global health security and future pandemic preparedness, India has officially joined other WHO member nations in endorsing the Pandemic Treaty during the 78th World Health Assembly held in Geneva. Addressing the assembly, the Prime Minister highlighted the critical need for inclusive global healthcare, stating, “The future of a healthy world depends on inclusion, and the health of the world depends on how well we care for the most vulnerable, especially in the Global South who are particularly impacted by health challenges.” He also drew attention to India’s domestic strides in public health, mentioning that government health spending has surged while citizens’ out-of-pocket medical costs have declined significantly. He credited this progress to flagship initiatives such as Ayushman Bharat, which extends free healthcare coverage to over 580 million people, and to the proliferation of affordable public pharmacies. “India has established a vast network of Health and Wellness Centres (HWC) that offer screening for major conditions such as cancer, diabetes, and hypertension. India’s digital platform to track vaccination of pregnant women and children is helping to integrate benefits, insurance, records, and information,” the Prime Minister said. The assembly’s primary goal this year was the finalization of the Global Pandemic Treaty, and the Prime Minister commended the efforts of the WHO and all negotiating nations. “India’s initiatives have brought down out-of-pocket expenditure as a percentage of total health expenditure significantly, while government health expenditure has increased considerably,” he added. A WHO statement confirmed the treaty’s adoption during a plenary session of the assembly, which serves as the organization’s highest decision-making body. The treaty was approved by vote in committee, with 124 nations in favor and 11 abstaining. No country formally opposed the agreement. The Pandemic Agreement outlines key principles and strategies to enhance international collaboration in areas like vaccine access, diagnostics, and treatment distribution, all aimed at reinforcing global preparedness and response to health emergencies. PM Modi to Inaugurate 1600-Year-Old Nalanda University’s New Campus, Calls It ‘Very Special Day for Education Sector’

Prime Minister Narendra Modi is set to inaugurate the new campus of Nalanda University in Bihar’s Rajgir. In a post on X (formerly Twitter), he expressed his happiness on the occasion, calling it a “very special day for our education sector.” He highlighted Nalanda’s “strong connection with our glorious past” and its role in catering to the educational needs of the youth. PM Modi wrote, “It’s a very special day for our education sector. At around 10:30 AM today, the new campus of Nalanda University will be inaugurated at Rajgir. Nalanda has a strong connection with our glorious past. This university will surely go a long way in catering to the educational needs of the youth.” The university is a collaboration between India and East Asia Summit (EAS) countries, with deep historical roots. The original Nalanda University, established around 1600 years ago, is considered one of the first residential universities in the world. According to a PMO release, the Prime Minister will visit the Ruins of Nalanda at around 9:45 AM. The ruins were declared a UN Heritage Site in 2016. At around 10:30 AM, he will inaugurate the new campus and address the gathering on the occasion. The ceremony will be attended by several eminent people, including heads of missions from 17 countries. The new campus features two academic blocks with 40 classrooms, accommodating around 1900 students. It has two auditoriums with a capacity of 300 seats each, a student hostel for around 550 students, and various other facilities, including an international centre, an amphitheatre for up to 2000 individuals, a faculty club, and a sports complex. The campus is designed as a ‘Net Zero’ Green Campus, self-sustaining with solar plants, domestic and drinking water treatment plants, a water recycling plant, 100 acres of water bodies, and other environment-friendly facilities.

A post-poll survey revealed voter concerns about inflation, unemployment, and declining incomes. Despite the Indian economy growing at an impressive 8.2% in 2023-24, consumption only grew at half that rate. Prime Minister Modi, while claiming to form the National Democratic Alliance government, emphasized focusing on raising middle-class savings and improving their quality of life. A reduction in personal tax could enhance consumption and increase middle-class savings, according to sources, who spoke anonymously due to the confidentiality of budget discussions. The finance ministry did not immediately respond to requests for comment. The tax relief may target individuals earning over Rs 15 lakh annually, with specifics yet to be determined. The changes might affect a tax scheme introduced in 2020, where income up to Rs 15 lakh is taxed at 5%-20%, and earnings over Rs 15 lakh are taxed at 30%. The government may also consider lowering rates for annual incomes of Rs 10 lakh and discussing a new threshold for the highest tax rate of 30%. Any loss of tax revenue from these cuts could be partially offset by increased consumption among higher income earners. The federal government aims for a fiscal deficit of 5.1% of GDP by March 2025. Strong tax collections and a substantial dividend from the central bank will provide the government flexibility in planning the new budget.

The Ministers include four from the tribal community and two from the Scheduled Castes. The event was attended by several notable figures, including Chief Ministers Yogi Adityanath (Uttar Pradesh), Mohan Yadav (Madhya Pradesh), Bhupendrabhai Patel (Gujarat), Himanta Biswa Sarma (Assam), Vishnu Deo Sai (Chhattisgarh), Pushkar Singh Dhami (Uttarakhand), Bhajan Lal Sharma (Rajasthan), Pramod Sawant (Goa), and Manik Saha (Tripura).Union Ministers Dharmendra Pradhan, Nitin Gadkari, Ashwini Vaishnaw, and Jual Oram were also present at the ceremony. Modi’s post-election speech highlighted the BJP’s historic win in Odisha and notable gains in Telangana. The NDA also made inroads into Andhra Pradesh with the help of its allies TDP and Jana Sena. The BJP celebrated opening its account in Kerala for the first time with actor-turned-politician Suresh Gopi’s win in Thrissur. However, setbacks in key states like Uttar Pradesh, West Bengal, and Rajasthan loom large. In Uttar Pradesh, the BJP’s dominance waned as the Samajwadi Party claimed 37 out of 80 seats, a stark contrast to the BJP’s previous tally. West Bengal also delivered a blow, with the Trinamool Congress retaining 29 out of 42 seats, reducing BJP’s count to 12 from 18. Similarly, in Rajasthan and Karnataka, Congress made significant inroads, capturing several seats from the BJP.
