Centre Urges Four States to Implement RTE, Reserve 25% Seats in Private Unaided Schools

The Centre has urged state governments to enforce the Right to Education (RTE) Act, which mandates reserving 25% of seats in private unaided schools for children from economically weaker sections. Minister of State for Education Jayant Chaudhary informed the Rajya Sabha that states like Punjab, Kerala, Telangana, and West Bengal have not yet implemented this provision. During the Question Hour, Education Minister Dharmendra Pradhan emphasized that education, being a concurrent subject, requires joint efforts from both the Centre and states to ensure school education up to class 12 for all children. He noted that while there is nearly 100% enrollment in class 1 due to collective efforts, the number of students decreases in higher classes, which depends on the proactive measures taken by state governments. Pradhan highlighted that the RTE Act, along with the National Education Policy (NEP), aims to ensure inclusive education for all children until class 12. He acknowledged the previous government for framing the RTE, which includes a significant provision for reserving 25% of seats for underprivileged kids. He appealed to the non-compliant states to implement this provision to achieve universal education. AAP’s Vikramjit Singh Sahney inquired about the number of children covered under RTE and the government’s actions to regulate higher education fees. Chaudhary responded that the RTE, passed in 2009, prioritizes inclusive education for children from poor families and has provisions for reintegrating those who missed formal education. He noted that the Punjab government, under AAP, cited a sufficient number of government schools as a reason for not implementing the 25% quota. Sahney also raised concerns about the high cost of education from kindergarten to postgraduate levels. Chaudhary pointed out that while education is a concurrent subject, states have a significant role in fee regulation. He mentioned that several states have formulated policies to regulate fees and that investments in education have increased, with the Centre’s budget for education doubling over the last decade. AAP’s Swati Maliwal highlighted the exploitation by private schools forcing parents to buy expensive uniforms and books. Pradhan reiterated that education is primarily a state subject, and state governments should take stringent actions against such profiteering, with the Centre’s support.

Karnataka Government to End Four-Year Honours Degree Programme Implemented Under NEP

The Karnataka state government has announced its decision to discontinue the option for students to pursue a four-year honours degree programme, which was implemented under the National Education Policy (NEP). An official order to this effect is scheduled to be issued on May 8, following the completion of the second phase of polling in Karnataka on May 7. The higher education department, awaiting the conclusion of the state’s elections, will issue the order, effectively ending the four-year honours courses. This decision will impact the current batch of students admitted under the NEP, who are currently in their third year and will be the last to have the option to continue into the fourth year. During a recent meeting, officials from the higher education department communicated this decision to the vice-chancellors of all state-run universities. The vice-chancellors have been instructed to inform students during the admissions process for the academic year 2024-25 that there will be no four-year honours programmes available, and to admit students only for three-year degree courses. The decision is based on the interim report submitted by the State Education Policy (SEP) commission, led by former chairperson of the University Grants Commission, Sukhadeo Thorat. While the commission requested until August 2024 to submit its final report, it submitted the interim report on the four-year honours programme to address the confusion among students admitted under the NEP. As students are currently in their final year, universities need to clarify whether they will receive a degree certificate or be allowed to continue for the fourth year. The issuance of an official order after the state elections aims to provide clarity on this matter and streamline the higher education system in Karnataka.  

Maharashtra Unveils ‘MAHASWAYAM’ Portal for Online Higher Education Courses

The state government of Maharashtra is gearing up to launch ‘MAHASWAYAM,’ a dedicated portal for higher education courses. Drawing inspiration from the central government’s SWAYAM portal, ‘MAHASWAYAM’ aims to create a comprehensive platform for online courses, aligning with the evolving landscape of education. Chandrakant Patil, the Minister of Higher and Technical Education, chaired a meeting on Friday to deliberate on the effective implementation of the National Education Policy (NEP) in the state. Professor Shailendra Deolankar, the Director of Higher Education, underscored the active involvement of state universities in offering online courses. To ensure inclusivity for all students, the decision was made to launch ‘MAHASWAYAM’ as a state-centric portal. Under the NEP, students now have the flexibility to pursue online courses for minor subjects, earning valuable credits towards their final scores. Addressing concerns related to academic calendars and fees on the existing SWAYAM portal, Deolankar emphasized that ‘MAHASWAYAM’ aims to provide a holistic solution for both students and administrators. “To implement this initiative, the state government has formed a consortium comprising Yashvantrao Chavan Maharashtra Open University, Savitribai Phule Pune University, University of Mumbai, and Shivaji University, Kolhapur. Over the next three months, the consortium will collaboratively design the portal, focusing on courses related to Indian Knowledge Systems (IKS),” said Deolankar. Minister Patil stressed the importance of leveraging social media for information dissemination, urging the department to comprehensively update the web portal in multiple languages. Additionally, he directed the creation of a dedicated Twitter handle for the Higher and Technical Education Department to ensure regular updates reach a wider audience. The imminent launch of ‘MAHASWAYAM’ is anticipated to reshape the higher education landscape in Maharashtra, offering students a versatile and accessible platform for online learning.
