Uttar Pradesh Education Department Employees Booked for Alleged Fraudulent Appointment of Urdu Teachers

Four employees of the education department in Uttar Pradesh, including the Basic Shiksha Adhikari (BSA), have been booked for allegedly appointing Urdu teachers based on forged documents in Siddharth Nagar district, officials reported on Wednesday. The FIR was filed on Tuesday following an investigation by the UP Special Task Force (STF), which uncovered their involvement in irregularities. The accused are accused of facilitating the appointment of suspended teachers in the district by forging signatures of senior officials and providing affiliation to nonexistent schools. The individuals involved have been identified as BSA Devendra Kumar Pandey, block education officer Kunwar Vikram Pandey, and clerks Mukul Mishra and Shiv Sagar Choubey. Superintendent of Police Prachi Singh stated that a former BSA of Siddharth Nagar filed a complaint with ADG, STF, Amitabh Yash, highlighting irregularities in the recruitment of Urdu teachers and the issuance of appointment letters. Despite multiple complaints to the authorities, no action was taken to investigate the matter, the complainant alleged. The complaint also mentioned the grant of recognition to certain schools through fraudulent signatures, as well as forgery of appointment letters and salary payment orders. A subsequent report from the district basic education officer revealed that the recognition of 15 schools was questionable due to missing documents. The complainant further alleged that a junior clerk involved in the activities was being shielded by the BSA and called for a thorough investigation. After a preliminary examination, the allegations were deemed credible, leading to the filing of an FIR. The SP affirmed that further investigation is ongoing to ascertain the extent of the wrongdoing.

Uttar Pradesh Government Issues Guidelines for Education Service Selection Commission

The recruitment process for teachers and instructors in the state, the Uttar Pradesh government, under the leadership of Chief Minister Yogi Adityanath, has issued a comprehensive notification outlining the rules for the Uttar Pradesh Education Service Selection Commission (UPESSC). According to an official release, the guidelines stipulate that candidates invited for interviews, following the written examination, must be awarded a minimum of 40% marks. However, the maximum marks permissible for the interview stage are capped at 90%. The UPESSC will oversee the recruitment of instructors in basic, secondary, and higher education, as well as vocational education, and teachers in aided minority colleges across the state. The Examination Committee will determine the number of candidates to be interviewed in a day and the overall number of boards to be conducted daily, based on the needs of the recruitment process. Moreover, the number of candidates called for interviews will range from 3 to 5 times the number of vacancies, as deemed appropriate by the Commission. For positions requiring interviews, a merit list will be released by combining the marks obtained in the written examination and the interview. In cases where only a written exam is conducted, a merit list will be prepared based on the written exam marks alone. In instances where candidates have equal merits, preference will be given to the marks obtained in the written exam, followed by interview scores. If parity persists, eligibility percentages such as JRF, NET, PhD, and postgraduate scores will be considered. Additionally, in the event of identical scores across all criteria, priority will be given to the candidate with higher age. The release also outlines a meticulous process for candidate replacements, should the initially selected candidate be unable to assume the post. The selected candidate, upon explaining the reasons for non-acceptance, will submit their application to the Director, who will then recommend an adjustment to the Commission. The Commission will subsequently hold the institution or appointing authority accountable for any discrepancies in the requisition process. This move by the Uttar Pradesh government is anticipated to bring transparency and efficiency to the teacher and instructor recruitment process, ensuring that the most qualified and suitable candidates are selected for these crucial roles in the education sector.

Uttar Pradesh Government Initiates Review of Madrassa Educational Qualifications and Facilities

The Uttar Pradesh government recently issued directives to evaluate teachers’ and staff’s educational qualifications, as well as basic facilities in state-funded madrassas. Ifthikar Ahmad Javed, Chairperson of the Uttar Pradesh Madrasa Education Board, criticized the move, emphasizing the disruptive nature of such investigations on the routine functioning of these institutions. Javed expressed his concerns, stating that while he has no objections to the investigation, it should be carried out properly to avoid jeopardizing ongoing preparations, particularly with upcoming board exams. He also mentioned that a similar survey was conducted last year, but no action was taken as a result of its findings. J Reebha, Director of the Minority Welfare Department, urged divisional deputy directors and district minority welfare officers in a letter dated December 1 to ensure essential facilities and qualified teachers in madrassas. The goal is to maintain educational quality by encouraging students to be inquisitive, engaging, and scientific. The investigation, which is expected to last until December 30, will look into madrassa structures, basic facilities, and the educational records of teaching and non-teaching staff in state-supported madrassas. The findings are expected to be submitted to the Madrasa Education Board’s Registrar. Currently, Uttar Pradesh has approximately 25,000 recognized and unrecognized madrassas, with 560 receiving state financial assistance. The letter noted that these madrassas lacked adequate facilities, which contributed to a lack of quality, scientific, and modern education, limiting students’ employment opportunities. Committees comprised of the District Minority Welfare Officer and the District Magistrate have been formed to expedite the process. Additional committees will be formed in districts with more than 20 state-assisted madrassas. During the September board meeting, Javed expressed concern about the lack of prior information and proposals. He emphasized that the government is free to investigate government-aided madrassas, but he urged caution to avoid disruptions during exam preparations. In September of last year, the state government conducted a comprehensive inspection of recognized and unrecognized madrassas, revealing that approximately 8,000 madrassas in the state were unregistered. Javed urged that future investigations be well-timed and focused in order to ensure the continued smooth operation of madrassas.
