AIIMS Proposes Scrapping Interviews for PhD Selection to Enhance Transparency and Research Impact

AIIMS, the All India Institute of Medical Sciences, is considering a proposal to eliminate interviews from the PhD selection process. The aim is to introduce greater transparency by making the selection based solely on a written exam. In addition, AIIMS plans to establish 40-50 PhD Institute Fellowships, similar to the Prime Minister’s Research Fellows scheme, to promote impactful research. To fund this initiative, a budget of Rs 200 crore has been proposed, pending approval from AIIMS and the Government of India’s statutory committees. The suggested reforms for the PhD selection process and Institute Fellowship were put forth by AIIMS administration. During discussions with faculty, PhD students, and scientists, it became evident that reforming the selection process and introducing an in-house funding mechanism were crucial for fostering high-quality research and improving AIIMS’ NIRF rankings in research. According to the proposal, the selection process should be objective, transparent, and rely on a written examination consisting of multiple-choice questions (MCQs) and objective structured clinical examination/objective structured practical examination (OSCE/OSPE). Interviews would be eliminated at all stages of the selection process. The memorandum also recommends conducting the PhD entrance examination twice a year, along with the DM/MCh entrance examination, at various centers across the country. The academic section has been instructed to examine the proposal and initiate further discussions in the Staff Council, Academic Committee, and Standing Finance Committee to facilitate the timely implementation of these proposed reforms.

New Air Monitor Detects COVID Variants in 5 Minutes, Offers Real-Time Room Safety Assessment

Researchers at Washington University in St. Louis have developed an innovative air monitor capable of detecting different variants of the SARS-CoV-2 virus in a room within approximately five minutes. This affordable device combines advanced aerosol sampling technology with an ultrasensitive biosensing technique. The monitor, described as the most sensitive detector available, has the potential to be used in hospitals, healthcare facilities, schools, and public spaces to detect SARS-CoV-2 and monitor other respiratory virus aerosols like influenza and respiratory syncytial virus (RSV). The research team published their findings in the journal Nature Communications, emphasizing the current lack of tools to assess room safety. The new device aims to provide real-time information, enabling individuals to know within minutes whether there is a live virus present. John Cirrito, a professor of neurology at Washington University, highlighted the importance of immediate knowledge, particularly in crowded settings where delayed confirmation of potential illness could have serious consequences. To develop the monitor, the researchers modified a micro-immunoelectrode (MIE) biosensor that was initially designed to detect amyloid beta, a biomarker for Alzheimer’s disease. They replaced the amyloid beta antibody with a nanobody derived from llamas that recognizes the spike protein of the SARS-CoV-2 virus. This nanobody-based electrochemical approach offers faster detection without requiring extensive processing steps or reagents, making it more efficient. The nanobody itself is small, easy to produce and modify, and cost-effective. The biosensor was integrated into an air sampler that utilizes wet cyclone technology. This sampler creates a surface vortex by mixing high-velocity air with fluid, effectively trapping virus aerosols. The sampler’s automated pump collects the fluid and sends it to the biosensor for seamless virus detection using electrochemistry. This wet cyclone sampler stands out due to its ability to sample a larger volume of air in just five minutes, significantly increasing virus recovery compared to other commercially available samplers. The team conducted tests in the apartments of two COVID-positive patients, comparing real-time PCR results of air samples from the bedrooms with those from a virus-free control room. The monitor successfully detected RNA from the virus in the bedroom air samples while yielding negative results for the control air samples. In laboratory experiments simulating a room-sized chamber with aerosolized SARS-CoV-2, the wet cyclone sampler and biosensor efficiently detected various levels of airborne virus concentrations after just a few minutes of sampling. This ground-breaking air monitor addresses the challenge of detecting diluted virus particles in indoor air, a task that even pushes the limits of polymerase chain reaction (PCR) detection. Union Home Ministry Launches Scheme to Strengthen and Modernize Fire Services in States

The Ministry of Home Affairs has introduced a new scheme aimed at enhancing and modernizing fire services in various states across India. This initiative falls under the National Disaster Response Fund (NDRF) and has been allocated a total budget of Rs 5,000 crore. Out of this amount, Rs 500 crore will be designated for incentivizing states based on their legal and infrastructure reforms. The Home Ministry has sent a letter to the Chief Secretaries and heads of Fire Services of all states to inform them about this scheme. The scheme was announced by Union Home Minister Amit Shah during a meeting with Disaster Management ministers from states and Union Territories in New Delhi on June 13. The primary objective of the scheme is to expand and modernize fire services in states by utilizing the preparedness and capacity-building component of the NDRF. This is part of the government’s efforts to strengthen India’s disaster risk reduction system and ensure minimal loss of life and property during emergencies. To seek funding under this scheme, state governments will be required to contribute 25% of the total project cost from their own budgets, except for the North-Eastern and Himalayan states, which will contribute 10%. The scheme originates from the recommendation of the Fifteenth Finance Commission, which allows for an allocation of 12.5% of the NDRF and State Disaster Response Fund (SDRF) for the funding window of preparedness and capacity building. The ministry emphasized that there will be no spill-over of liabilities for projects sanctioned beyond the award period specified. UGC Provides Clarification on Minimum Requirements for Assistant Professor Recruitment

Following the release of revised minimum criteria for the direct recruitment of assistant professors in universities and colleges on July 5, the University Grants Commission (UGC) has issued a clarification on the matter. UGC Chairperson M Jagadesh Kumar took to Twitter to provide the necessary clarification. He stated that candidates with a Master’s degree must have qualified UGC-NET/SLET/SET for direct recruitment as an Assistant Professor. On the other hand, candidates with a PhD degree, awarded as per UGC Regulations, are exempt from UGC-NET/SLET/SET and eligible for direct recruitment to the position of Assistant Professor. After removing the mandatory criteria of Ph.D. for direct recruitment at the Assistant Professor level, the detailed eligibility criteria given in UGC minimum qualifications regulations 2018 will remain as they are making the following two criteria applicable: — Mamidala Jagadesh Kumar (@mamidala90) July 6, 2023 Kumar also mentioned that higher educational institutions have the flexibility to determine suitable criteria for Assistant Professor appointments based on the number of applications received in a specific discipline, as per the regulations provided. The UGC had previously issued a notification stating that NET/SET/SLET would be the minimum criteria for direct recruitment to the position of Assistant Professor in all Higher Education Institutions (HEIs). Furthermore, the UGC Chairperson tweeted that from July 1 onwards, a PhD qualification for Assistant Professor appointments would be optional. In the clarification provided by the UGC, it was mentioned that the general condition clause no. 3.10 has been amended, making PhD qualification mandatory from July 1, 2023. However, the detailed eligibility criteria for various disciplines remain unchanged, clearly stating that NET/SLET/SET is the minimum requirement for direct recruitment as an Assistant Professor for candidates without a PhD degree. Additionally, the UGC confirmed that PhD holders are exempted from NET/SLET/SET and are eligible for direct recruitment to the position of Assistant Professor.

Over 1.78 Billion Footfall Recorded at Ayushman Bharat Health and Wellness Centres, Says Health Ministry

The Indian Ministry of Health announced on Wednesday that over 1.78 billion visits were recorded at the Ayushman Bharat Health and Wellness Centres (AB-HWCs) by June 30. These centers were established as part of the government’s Ayushman Bharat scheme. The ministry further disclosed that more than 1.22 billion screenings for non-communicable diseases had been conducted, including 418.1 million for hypertension, 361.6 million for diabetes, 247.5 million for oral cancer, 114.4 million for breast cancer, and 78.3 million for cervical cancer. Additionally, more than 216 million wellness sessions involving 238.3 million individuals were conducted. The AB-HWCs also utilized teleconsultation services through the e-Sanjeev platform, delivering specialist services to beneficiaries in remote areas. As of June 30, more than 122.1 million teleconsultations had been provided through the eSanjeevani portal. The AB-HWCs aim to provide comprehensive primary healthcare, including maternal and child health services, non-communicable disease management, and free essential drugs and diagnostics, thereby working towards achieving Universal Health Coverage. The initiative began with the operationalization of the first AB-HWC on April 14, 2018, in Jangla village, Chhattisgarh, and has since transformed numerous Sub-Health Centres and Primary Health Centres across rural and urban areas, with a total of 160,002 AB-HWCs being operational by June 30.

Meta’s Threads App Emerges as a Text-Based Competitor to Elon Musk’s Twitter

In a bold move to rival Elon Musk’s Twitter, Meta’s Instagram has introduced Threads, a text-based conversation application that is now available in approximately 100 countries. Previously undergoing closed beta testing, the app can be downloaded from Apple’s App Store for iOS devices and Google Play for Android. Mark Zuckerberg, the CEO of Meta, greeted users with enthusiasm in his inaugural post on Threads. Threads is designed as a platform for communities to engage in discussions about various subjects, connect with their favourite creators, and cultivate a following to share their ideas, opinions, and creative works. What sets Threads apart from other Twitter alternatives is its integration with Instagram, allowing users to retain their existing usernames and follow the same accounts. Officially known as “Threads, an Instagram app,” it seamlessly bridges the gap between the two platforms. The app permits users to share text posts of up to 500 characters, as well as photos and videos with a maximum duration of five minutes. However, it currently lacks a direct messaging feature. Meta representatives have announced their plans to make Threads compatible with ActivityPub, an open social networking protocol supported by platforms like Mastodon and WordPress, with the intention of fostering interoperability with other social networks. Adam Mosseri, the head of Instagram, envisions Threads as an open and welcoming platform for conversations. While Instagram boasts over 2 billion monthly active users, it remains uncertain how many users will embrace Threads, given its emphasis on text-based content rather than the image and video-centric nature of Instagram. To ensure privacy and accessibility, Threads automatically sets profiles as private by default for users under the age of 16 (or 18 in certain countries). Additionally, Meta has implemented core accessibility features such as screen-reader support and AI-generated image descriptions, which are already available on Instagram, for a seamless user experience on Threads. The launch of Threads coincides with recent technical difficulties faced by Elon Musk’s Twitter. Musk claimed that temporary restrictions on post reading were implemented on Twitter to address concerns about data scraping and system manipulation. Meta previously expressed its interest in developing a separate decentralized social network for sharing text updates, specifically targeting creators and public figures to share timely updates about their interests.
