If society slips in recognising abilities of girls, it can never progress: PM Modi

Prime Minister Narendra Modi urged society on Thursday to treat sons and daughters equally and to treat them as equals, claiming that if a society fails to recognise girls’ skills, it will never grow. PM Modi made these statements while responding to a question during a “Pariksha Pe Charcha” interaction with students, noting that things have evolved since a time when prejudice between males and girls was evident. In terms of new students, girls are expected to outnumber boys, he said, adding that every Indian may now be proud of the spirit and aspirations of girls. “Now, girls have become a big asset and strength for every family. The more this change occurs, the better it is,” he said. He noted that there was a time when many parents believed that their limited resources should be spent on sons so that they can take care of them later because they expected their daughters to not work and instead settle down in their in-laws’ house, but that while such a mindset still exists in some places, things have largely changed. In society, sons and daughters should be treated equally. “It’s a requirement of this era.” It is a requirement of every era,” the prime minister added, citing prominent female figures such as Ahilya Bai and Lakshmi Bai for their contributions to respective areas. He believes that equal opportunities for girls should be institutionalised, noting that they thrive in a variety of professions, from sports to science. He says that there are more women in parliament now than ever before, and that their numbers are growing in the police and security forces. He also says that girls consistently outperform boys in board exams. While women hold half of the elected panchayat seats in Gujarat, they have also been winning general seats, demonstrating society’s faith in their talents, he said. Modi also mentioned the enormous number of women working in the nursing and teaching areas, and joked that males might stage a rally demanding that their quotas be fixed. “If boys and girls are given an equal opportunity, then the latter may do better,” he said. According to the prime minister, he has witnessed daughters who do not marry in order to care for their parents, as well as parents who live in old age homes despite their sons leading a wonderful life away from them. India’s richest state Maharashtra to lift mask mandate from April 2

After a sharp drop in the number of active cases and deaths from COVID-19 in recent days, Maharashtra, India’s richest state and home to the country’s financial capital Mumbai, will make wearing masks optional starting April 2. Masks had previously been required in all public locations in the state to prevent the spread of the coronavirus. On Thursday, Maharashtra’s health minister Rajesh Tope stated, “Wearing masks (will) not be compulsory, but people can wear one if they want.” By April 2, all restrictions on public venues, such as hotels, weddings, gyms, and buses, as well as the requirement to be twice vaccinated to enter public places, would be eliminated, according to Tope. So far, India has given out at least 1.84 billion doses of coronavirus vaccine. According to the Reuters COVID-19 tracker, assuming that each individual requires two doses, that would be enough to vaccinate 67.3 percent of the country’s population. Tope stated, “This will help people in celebrating upcoming festivals.” Source: Reuters

Dearness allowance for central government employees hiked by 3%

The dearness allowance (DA) for Central government employees is finally being amended after more than a year and a half of delay. Following ratification by the Union Cabinet, the DA will increase by 3% beginning April 1, 2022. As a result, the DA for Central government employees would now be 34% of their base income. The dearness allowance is the government’s approach of assisting its employees in coping with rising prices and protecting them from inflation’s negative impacts. Employees’ DA fluctuates based on whether they live in metropolitan areas, semi-urban areas, or rural India, since the effect of inflation varies from place to place. All Central government employees and pensioners would benefit from the increase in DA and dearness relief (DR). The rise follows the formula suggested by the Seventh Central Pay Commission, and it goes without saying that it will put more strain on the government’s finances. Every year, more than Rs 9,000 crore will be spent on DA and DR payments. Over 47 lakh Central government employees and 68 lakh retirees will benefit from this. This increase had been postponed due to the pandemic. After a long interval, the DA and DR for Central government personnel were raised to 28 percent in July of last year, up from 17 percent previously. In October of last year, another three percent increase was announced, bringing the DA and DR to 31% of basic salary.

Staff arrears will be cleared by the Odisha government

Odisha Chief Minister Naveen Patnaik has ordered that the state government’s outstanding 20 percent arrears under the Seventh Pay Commission be cleared. Employees will now get the amount due along with their March 2022 wages. Previously, the unpaid amount according to the Seventh Pay Commission slab was cleared to the tune of 80%. The remaining 20%, which was owing to the almost four lakh government employees in Odisha, will now be cleared as well. A total of Rs 850 crore has been set aside in the supplementary budget for 2021-22 to help cover this cost. Odisha’s government began implementing the recommendations of the Seventh Pay Commission in January 2016. As a result, starting in September 2017, employees began earning raises in their pay. It was determined that the employees would be paid a 20-month rise in arrears in instalments from January 2014 to August 2018. According to the arrangement made at the time, 40% of the increased pay was paid in 2016-17, 10% in 2019-20, and 30% in 2021-22. Pensioners have also been paid in full. The state government increased dearness allowance (DA) by 3% in December 2021, benefiting about 7.5 lakh employees and pensioners. Junior teachers’ pay in Odisha government elementary schools were also increased by 50% in January of this year.

India seen as leader in health sector for its Covid handling

Mansukh Mandaviya, the Minister for Health and Family Welfare, said on Tuesday that other nations around the world regard India as a leader in the health sector since “we managed the Covid-19 outbreak so well under Prime Minister Narendra Modi’s leadership.” In response to a query about the country’s healthcare development, the Health Minister stated that the federal and state governments must collaborate in the health sector. In response to a question on states being given more ability to deal with disease outbreaks, the Health Minister told the House that, while health is a state topic, there is no divide between the Centre and the states when it comes to dealing with health-related issues. In response to a question from Trinamool Congress MP Derek O’ Brien about retired servicemen’s medical bills, Mandaviya stated that the government is dedicated to their welfare and is always ready to give services to those holding Central Government Health Scheme (CGHS) cards. He further stated that the CGHS facility was previously available in 75 places across the country, but has now expanded to 81 cities. In response to a question by Samajwadi Party member Rewati Raman Singh, Minister of State for Health Bharati Pawar stated that the country will have 22 All India Institutes of Medical Sciences (AIIMS). Six of the ten proposed in the first phase have begun to operate with all departments. “Over 15,000 patients are being examined at these six AIIMS, over seven thousand major and minor surgeries have been doing in these AIIMS while the OPD facility in another 10 AIIMS will start soon”, Pawar said. She told the House that the site for the new AIIMS proposed in Tamil Nadu had been selected in Madurai, in response to a query from DMK MP T Siva. “This AIIMS is being built with funding from the Japan International Cooperation Agency, and a Project Management Consultant has been appointed as well.” The state government has finalised the location for AIIMS in Darbhanga, she said, and construction on the structure would begin soon. Empowered poor aligned with good governance eliminates poverty: PM Modi

Prime Minister Narendra Modi stated on Tuesday that poverty can be eradicated through empowering people and aligning their power with good governance. On Tuesday, the Prime Minister virtually addressed the ‘Grih Pravesham’ of nearly 5.21 lakh Pradhan Mantri Awaas Yojana-Gramin beneficiaries in Madhya Pradesh. “When a hardworking government and the aspirations of the common man join hands, then growth and progress always remain limitless. Poverty is eliminated when poor people get empowered while their strength is aligned with good governance,” PM Modi stated. He also said that around 5.21 lakh Madhya Pradesh families have received ‘pucca houses,’ which will “mainly empower the state’s women” and “open a world of opportunities for the poor.” “This scheme is a step toward the empowerment of the poor and gives them hope for a bright future filled with possibilities. The 5.21 lakh homes also signify empowerment of women in Madhya Pradesh,” PM Modi said. Furthermore, the Prime Minister stated that the programme to provide underprivileged people with pucca houses is not solely a government initiative. PM Modi said, “It is a commitment to give hope to the poor.” “It is the first step to give courage to the poor to come out of poverty. When poor people have a roof over their head, they can focus on educating their children,” he said adding that despite the COVID pandemic, the government has ensured that the construction of ‘pucca houses’ continues without any hindrance. “These houses are special because they include amenities like gas connection under Ujjwala Yojna, LED bulb connection under Ujala Yojna, toilets under Swachh Bharat Abhiyan, and water supply under the Har Ghar Jal Yojna,” PM Modi said, highlighting the key features of the houses given under the Pradhan Mantri Awaas Yojana-Gramin scheme. Traditional celebrations with conch, light, flowers, and rangoli were also held in the new houses erected under the plan in Madhya Pradesh during the ceremony. Source: ANI

PM Modi urges Ayush start-ups to put content online in all UN recognized languages

Prime Minister Narendra Modi on Sunday urged health-care start-ups, particularly those in the Ayush sector, to make their content available online in all UN-recognized languages, rather than simply English. In today’s broadcast of ‘Mann ki Baat,’ the Prime Minister stated that the Ayush manufacturing business is worth over Rs 1.40 lakh crore rupees and expressed confidence that Ayush Start-Ups from India will rule the world with superior quality products. “I have a request for the start-ups of the health sector and especially the Ayush start-ups. Whatever portal you design online; whatever content you create, try to make it in all the languages recognised by the United Nations,” he stated. “There are many such countries in the world where English is neither spoken nor understood much. Promote your information keeping such countries in mind as well. I am sure that soon, Ayush start-ups from India with better quality products will reign all over the world,” he added. The Prime Minister noted that the Ayush business is always growing, stating that the market for Ayurvedic medicines was about Rs 22,000 crore six years ago and has now grown to Rs 1.40 lakh crore. “This means that the possibilities in the sector are always rising,” PM Modi remarked, adding that “Ayush is becoming a subject of attention” in the world of start-ups. UGC writes to state, private universities to adopt CUET from 2022-23 academic year

The University Grants Commission (UGC) has urged public universities, colleges, and private universities to use the Common University Entrance Test (CUET) to enroll candidates to undergraduate programmes from the 2022-23 academic session onwards. Rajnish Jain, the UGC secretary, has written to all university and college vice-chancellors, directors, and principals, urging them to adopt CUET, for which the application window will be available from April 2 to April 30. For the time being, CUET has been mandated for the 45 central universities beginning in the upcoming academic year. Students will not have to take multiple admission tests if all Higher Education Institutions (HEIs), regardless of affiliation, adopt the CUET, Jain stated in the letter. It will also provide students from other boards an equal chance, he noted. “Many state universities, deemed to be universities, private universities, and other Higher Education Institutions in the country also use either marks of 12th board or conduct entrance test for admission in UG programmes. To save students from appearing in multiple entrance examinations, conducted in different dates, sometimes coinciding with each other, and to also provide equal opportunity to all students from different boards, UGC invites and encourages all state universities, deemed to be universities, private universities and other HEIs to adopt and use CUET score from 2022-23 onwards for admissions of students in their UG programs,” mentions the UGC letter. Meanwhile, the National Testing Agency (NTA), which will conduct the CUET, published the broad instructions for the test on its website nta.ac.in on Sunday. The test is expected to take place in the first week of July. The test will be broken into four components based on the NCERT class 12 syllabus. Applicants in Sections I A and I B will be required to take language exams. Each segment will include 50 questions, with the candidate having to answer 40 of them. Section II will assess a candidate’s knowledge of core courses that they want to study in college. In the Section II paper, which will also be 45 minutes long, a candidate will have to answer 40 out of 50 questions. Section III of the CUET will be a general test for any undergraduate programme or programmes offered by universities that use a General Test for admission rather than accepting students based on their domain subject scores.
