India Considering Lowering Personal Tax Rates to Boost Consumption

The Indian government is contemplating lowering personal tax rates for certain categories of individuals in the upcoming Budget 2024, potentially boosting consumption in Asia’s third-largest economy. This plan might be announced in July when Prime Minister Narendra Modi’s government presents its first federal budget after the Bharatiya Janata Party (BJP) failed to secure a majority on its own. A post-poll survey revealed voter concerns about inflation, unemployment, and declining incomes. Despite the Indian economy growing at an impressive 8.2% in 2023-24, consumption only grew at half that rate. Prime Minister Modi, while claiming to form the National Democratic Alliance government, emphasized focusing on raising middle-class savings and improving their quality of life. A reduction in personal tax could enhance consumption and increase middle-class savings, according to sources, who spoke anonymously due to the confidentiality of budget discussions. The finance ministry did not immediately respond to requests for comment. The tax relief may target individuals earning over Rs 15 lakh annually, with specifics yet to be determined. The changes might affect a tax scheme introduced in 2020, where income up to Rs 15 lakh is taxed at 5%-20%, and earnings over Rs 15 lakh are taxed at 30%. The government may also consider lowering rates for annual incomes of Rs 10 lakh and discussing a new threshold for the highest tax rate of 30%. Any loss of tax revenue from these cuts could be partially offset by increased consumption among higher income earners. The federal government aims for a fiscal deficit of 5.1% of GDP by March 2025. Strong tax collections and a substantial dividend from the central bank will provide the government flexibility in planning the new budget.

Arunachal CM Pema Khandu Brings Reforms 3.0 with Focus on Governance, Data Digitisation

Arunachal Pradesh Chief Minister Pema Khandu has introduced Reforms 3.0, aimed at enhancing governance and accelerating the digitisation of administrative processes. The initiative includes 24 citizen-centric measures as part of a transformative journey impacting citizens’ lives and aspirations. Pema Khandu was sworn in for his third consecutive term as Chief Minister on Thursday. During a cabinet meeting chaired by CM Khandu, it was resolved that governance reforms would be a top priority. The cabinet decided to achieve 100 percent digitisation of the Finance and Planning Departments to ensure all government payments are made digitally. Among the approved decisions, a policy think tank named the Institute for Transforming Arunachal (ITA) will be established to foster innovation in governance and facilitate socio-economic transformation. Additionally, a Digital Asset Inventory will be created for all public infrastructure, including schools, hospitals (SHCs, PHCs, District Hospitals), and Anganwadi Kendras, to ensure efficient planning and utilisation of public assets. The cabinet also resolved to establish an Administrative Reforms Commission (ARC) to provide recommendations for improving organizational structure, recruitment, and staffing policies. The goal is to build a lean, efficient, and agile administrative structure with maximum technology adoption. According to a release from the Chief Minister’s Office (CMO), the Cabinet resolved to ensure 100 percent physical and digital connectivity to all unconnected villages and administrative headquarters. A detailed action plan will be prepared to enhance citizens’ quality of life through improved connectivity.

NEET UG Result Row: Bihar Police Find Evidence Suggesting Paper Leak

The Economic Offences Unit (EOU) in Bihar, investigating allegations of a leaked National Eligibility-cum-Entrance Test (NEET) paper, has found evidence suggesting that some students knew the questions before the May 5 exam, according to media reports on Sunday, June 16. What Did the Police Find? Media reports, citing EOU officials, stated that 13 individuals, including four students, have been arrested for their suspected involvement in the alleged leak. Some of those arrested are also accused of receiving the question papers ahead of the test. Additional Director General of Police, EOU, N H Khan, informed the Indian Express that they had queried the National Testing Agency (NTA), which organizes NEET, and the investigation is “very much suggestive of a paper leak.” According to the Times of India, EOU Deputy Inspector General (DIG) Manavjeet Singh Dhillon mentioned that a list of the 13 people was recovered from a “safe house” on the outskirts of Patna. The police believe that approximately 30 medical aspirants were summoned by what they termed the “exam mafia” to receive questions and answers before the exam. Dhillon claimed that four of the arrested candidates confessed during interrogation that the questions they received at the “safe house” on May 4 were identical to those on the exam, according to TOI. Education Minister Denies Allegations of Paper Leak Amid media reports and nationwide protests by students, Indian Education Minister Dharmendra Pradhan stated on Friday, June 14, that issues were observed in six of the over 4,700 centers where the exam was conducted. He asserted that NEET was otherwise conducted satisfactorily across the country. Pradhan denied allegations of corruption within the NTA and the paper leak but added that if proven, “no one will be spared.” He assured that every aspect is being investigated, and those responsible for any lapses will be held accountable. Protests and Controversy The NEET exam, held on May 5 across 4,750 centers in India, saw participation from approximately 2.4 million candidates. The results, initially expected on June 14, were declared 10 days early as the evaluation was completed ahead of schedule. The announcement of results sparked outrage and protests due to alleged irregularities, as 67 students scored a perfect 720. Since then, students across India have been demanding a re-examination.

Punjab Labour Department Rescues 99 Child Labourers in Statewide Raids

The Punjab labour department announced on Wednesday the rescue of 99 child labourers following raids conducted across the state. These raids were part of the Child Labour Eradication Week campaign, launched by labour minister Anmol Gagan Maan, which will run from June 11-21. District-level teams, comprising officials from various departments, have targeted industrial units and workplaces in Ludhiana and Bathinda. In Ludhiana, 95 child labourers were rescued from various industrial units, while in Bathinda, four child labourers were rescued from a hotel, an eatery, and a pagari (turban) shop. The minister directed officials to eradicate child labour in the state and conduct further raids to enforce strict action against violators. On the occasion of World Day Against Child Labour 2024, child rights activists from Tamil Nadu, including TNCRW and CACL-TN, have urged newly elected MPs to take definitive steps to end child labour.

Health Workers Protest at Azad Maidan for Minimum Wage Increase and Benefits

Nearly 1,000 health workers protested at Azad Maidan on Tuesday, demanding a mandated minimum wage of ₹18,000, up from the current ₹12,000. The protesters also called for maternity laws for health workers, the implementation of minimum wages, the provision of provident fund, pension benefits as per court orders, and fair compensation for overtime work. “We’re here in Azad Maidan, waiting for our fair pay. Even though we’ve been working here for so long, we’re not treated as BMC employees. We just want the same security and benefits,” said Kalpana Kajrekar, a community health volunteer from Tilak Nagar. “Time after time, the BMC keeps assuring us that we will receive our deserved salaries, but they quickly forget that when they ask us to take on additional tasks like polio campaigns and dengue/malaria vaccinations,” said Pooja Karne. “But this time, we won’t budge. We’ll stay here until we get what we deserve.” The ongoing protest is expected to disrupt several health activities in the community, including the ongoing BCG survey. The health workers, who visit an average of 60 houses daily, emphasized their commitment despite the risks. “After we visit someone’s house, we often discover they have dengue, or worse, Covid, but that doesn’t stop us,” said Pooja Kurne from Reay Road Aarogya Health Post.

Cognizant to Pay $1.3 Billion in Belcan Acquisition

The engineering resources and development company will slot in as a Cognizant operating unit. IT consultancy and reseller Cognizant signaled its high priority for engineering services by announcing its intent to acquire Belcan. New Jersey-based Cognizant is buying Belcan from private equity investor AE Industrial Partners for about $1.3 billion in stock and cash. The deal, which reportedly would add $800 million in annualized revenue, would close in the third quarter of 2024. Belcan will keep its name and function as a Cognizant operating unit. Both companies say the engineering resource and development (ER&D) market is hot right now. Cognizant, in its announcement, estimated the ER&D services market at $190 billion currently, with a compounded annual growth rate (CAGR) of 10%. Cognizant, in a news release, said adding Belcan will improve its existing Internet of Things (IoT) and digital engineering practices. But perhaps more importantly, Cognizant is expanding its vertical expertise into aerospace and defense and adding Belcan’s “blue-chip client base.” Cognizant, on the other hand, can offer IT solutions around AI, cloud, and data to Belcan’s customers, Cognizant CEO Ravi Kumar said. Google Cloud recently recognized Cognizant for its work in data analytics, and Microsoft recognized it for intelligent automation. “We see the opportunity to immediately accelerate revenue growth and create compelling shareholder value through our combined engineering capabilities,” Kumar said. “Belcan’s clients would gain access to Cognizant’s full suite of technology services, while Cognizant’s clients across the manufacturing, automotive, energy, and high-tech sectors we believe will benefit from Belcan’s engineering skills.” The combined company would employ more than 6,500 engineers and technical consultants, Cognizant said. Cognizant, in late 2023, bought ServiceNow partner Thirdera. Belcan Acquisition History Cincinnati, Ohio-based Belcan launched in 1958 and won key contracts over the years with Procter & Gamble and General Electric. Aerospace and industrial vertical-focused AE bought Belcan in 2015 for an undisclosed sum. The PE firm went on to tuck in 17 acquisitions into Belcan, including software engineering company Avista and workforce management solutions provider RTM Consulting. Belcan CEO Lance Kwasniewski will continue to lead Belcan as a Cognizant operating unit. “We are excited about this unique combination and the value creation it will bring to our customers, along with the opportunities it will provide for our employees. NEET UG Row: Retest for 1,563 Candidates an Option; Exam Sanctity Affected, Says Top Court

A retest for all 1,563 candidates who were awarded “grace marks” for “loss of time” in this year’s National Eligibility-cum-Entrance Test (Undergraduate) is among the options being considered by the four-member committee formed last week by the National Testing Agency (NTA). This follows an uproar over the extraordinarily large number of candidates scoring well in the entrance test, with 67 securing the perfect score of 720/720. The Indian Express has learned that the committee, headed by a former UPSC chairman, in its first few meetings, has discussed offering all 1,563 candidates the option to either sit for a retest or accept the “non-normalised score,” which reflects the scores they actually achieved before the addition of grace marks. The exact composition of the committee hasn’t been disclosed by the government, but it is expected to submit its recommendation to the NTA in the next two days, sources said. On Tuesday, the Supreme Court, while hearing a petition seeking the cancellation of the exams amid allegations of leakage of the NEET-UG paper, said the exam “sanctity has been affected” and sought answers from the NTA and the Centre. However, the bench, presided over by Justice Vikram Nath, declined to stay the counselling and tagged the petition with another to be heard on July 8 by a bench led by Chief Justice of India D Y Chandrachud. “Let the counselling start. We are not stopping the counselling,” Justice Nath said when Senior Advocate Mathews J Nedumpara, appearing for the petitioners, urged the bench to stay the counselling. Announced on June 4, the NEET-UG results drew immediate attention after 67 candidates got the perfect score of 720/720, and some candidates got 718 or 719 — marks others claimed were not possible under the exam scheme. The NTA attributed this to a combination of factors, including a relatively easier paper, the decision to award additional marks to students who lost time during the exam because of errors and delays on the part of NTA staff and invigilators, and an incorrect question. Of these three reasons, as many as 1,563 candidates, across six test centres, witnessed an artificial bump in their results due to the additional marks awarded to them in proportion to the time they lost because of mistakes made by invigilation staff. Of the six centres, two were in Chhattisgarh (one each in Balod and Dantewada), one each in Meghalaya, Surat, Haryana’s Bahadurgarh, and Chandigarh. According to video footage reviewed by the NTA, it was determined that candidates across the six centres had lost up to 40 minutes and were compensated appropriately with grace marks based on a normalisation formula from a 2018 Supreme Court judgement regarding a similar incident in CLAT. The NEET-UG paper duration is 200 minutes. The announcement of NEET-UG results was followed by an uproar, forcing the NTA and the Ministry of Education to constitute a committee to at least review the results of the 1,563 candidates. “Although this is not the final decision, many members are leaning towards the option of asking these candidates to either accept their raw score (pre-normalisation) score or sit for a retest. The majority of the 1,500 candidates scored less than 300 out of 720 marks even after normalisation. It was felt they may not come forward for the retest even if offered as an option. For the remaining numbers, it will not be too difficult to conduct the exam again,” said a source who did not wish to be identified. The Directorate General of Health Services hasn’t announced the counselling schedule yet. If the NTA finally decides to conduct a retest, it will have to consult DGHS to ensure that the results are announced before the counselling process begins. Around 24 lakh candidates took the entrance examination held on May 5 in 571 cities, 14 of which were outside India. According to the latest available data, there are a total of 1,08,940 MBBS seats in more than 700 medical colleges across the country. In the Supreme Court, a fresh writ petition, filed by a batch of students, raised doubts about the sanctity of the examination in the light of allegations of the paper leak and urged the court to cancel it and direct the NTA to hold it again. In their plea, the students said, “After having stumbled upon news of the NEET exam paper leak, they have been shaken… the Petitioners are under tremendous stress and anxiety … their family members nurtured the dream of Petitioners becoming a medical practitioner one day.” Hearing a similar plea on May 17, a CJI-led bench had declined to stay the declaration of the NEET exam results and posted the matter for hearing on July 8.

Universities Can Now Take Admissions Twice A Year: UGC Chairman

Indian universities and higher education institutions (HEIs) will now be allowed to conduct admissions twice a year, akin to foreign universities, announced UGC chief Jagadesh Kumar. The two admission cycles will be scheduled for July-August and January-February, starting from the 2024-25 academic session, according to a report by news agency PTI. “If Indian universities can offer admission twice a year, it will benefit many students such as those who missed admission to a university in the July-August session due to a delay in the announcement of board results, health issues, or personal reasons,” Kumar told PTI. “Biannual university admissions will help students maintain motivation since they do not have to wait one full year to be admitted if they miss admission in the current cycle. With biannual admissions in place, industries can also do their campus recruitment twice a year, improving employment opportunities for the graduates,” he added. The UGC chief elaborated that biannual admissions will facilitate higher education institutes (HEIs) in better planning their resource allocation, including faculty, labs, classrooms, and support services. This streamlined approach is expected to enhance the operational efficiency of universities. “Universities worldwide already follow a biannual admission system. If Indian HEIs adopt the biannual admission cycle, our HEIs can enhance their international collaborations and student exchanges. As a result, our global competitiveness will improve, and we will align with the global educational standards,” Kumar said. “If HEIs adopt biannual admissions, they need to work on administrative intricacies, good planning for increased use of available resources, and providing seamless support systems for the smooth transition of students admitted at dissimilar times of the year. HEIs can maximize the usefulness of biannual admissions only when they sufficiently prepare faculty members, staff, and students for the transition,” he added. Kumar, however, clarified that offering biannual admissions will not be mandatory for universities. HEIs with the necessary infrastructure and teaching faculty can choose to utilize this opportunity at their discretion. “Offering biannual admissions will not be mandatory for the HEIs, it is the flexibility that UGC provides to the HEIs which want to increase their student intake and offer new programs in emerging areas. To be able to admit students twice a year, HEIs must make suitable amendments to their institutional regulations,” he said.
