Australia Resumes Accepting TOEFL Scores for Visas

Australia has reinstated the acceptance of Test of English as a Foreign Language (TOEFL) scores for all visa applications, as announced by the Educational Testing Service (ETS) on Monday. This decision comes after the Australian Department of Home Affairs (DHA) suspended the acceptance of TOEFL scores in July last year pending a review. TOEFL iBT, which is accepted by 100% of Australian universities and over 12,500 institutions worldwide across 160 countries, will now be considered valid for Australian visa applications. Applicants who have taken the TOEFL iBT test from May 5, 2024, onwards are eligible to submit their scores as part of their Australian visa application. Sachin Jain, the country manager of ETS India & South Asia, expressed the organization’s commitment to facilitating global higher education and mobility through their assessments. Australia remains a preferred choice for Indian students and working professionals, with over 1.20 lakh Indian students studying in Australia last year. Additionally, with 9 Australian universities ranking among the top 100 global universities in the latest QS World University Rankings, Australia offers world-class higher education and post-study work opportunities. In an official statement, the School Education Department underscored the importance of exercising caution amidst the scorching heat, advising against the organization of special classes during this period. Schools are explicitly prohibited from conducting such sessions, with the department asserting its intent to take strict action against any violations of this directive. Moreover, the department has instructed district education officers to conduct thorough investigations to ensure compliance with the order, signaling a proactive approach towards enforcement. Karnataka Government to End Four-Year Honours Degree Programme Implemented Under NEP

The Karnataka state government has announced its decision to discontinue the option for students to pursue a four-year honours degree programme, which was implemented under the National Education Policy (NEP). An official order to this effect is scheduled to be issued on May 8, following the completion of the second phase of polling in Karnataka on May 7. The higher education department, awaiting the conclusion of the state’s elections, will issue the order, effectively ending the four-year honours courses. This decision will impact the current batch of students admitted under the NEP, who are currently in their third year and will be the last to have the option to continue into the fourth year. During a recent meeting, officials from the higher education department communicated this decision to the vice-chancellors of all state-run universities. The vice-chancellors have been instructed to inform students during the admissions process for the academic year 2024-25 that there will be no four-year honours programmes available, and to admit students only for three-year degree courses. The decision is based on the interim report submitted by the State Education Policy (SEP) commission, led by former chairperson of the University Grants Commission, Sukhadeo Thorat. While the commission requested until August 2024 to submit its final report, it submitted the interim report on the four-year honours programme to address the confusion among students admitted under the NEP. As students are currently in their final year, universities need to clarify whether they will receive a degree certificate or be allowed to continue for the fourth year. The issuance of an official order after the state elections aims to provide clarity on this matter and streamline the higher education system in Karnataka.

UGC Directs Higher Education Institutions to Restrict Enrolment of Foreign Nationals in Online Programs

The University Grants Commission (UGC) has issued a notice to all higher education institutions, instructing them to avoid admitting foreign nationals into open and distance learning (ODL) programs. This directive aligns with the eligibility criteria outlined in UGC regulations Annexure III, which specify that only students residing in India are eligible for enrolment in ODL programs. According to regulation 23 of the UGC ODL Programmes and Online Programmes Regulations, 2020, learners residing in any part of the country may enrol in programs offered by recognized higher educational institutions. However, all activities related to learners, including admissions, contact programs, and examinations, must be conducted strictly within the territorial jurisdiction of the institution. The notice also references a notification from the Ministry of Home Affairs, which states that no student visa will be issued to foreign nationals sponsored by certain educational institutes, including franchise educational institutes, off-campus centers, and study centers of open universities offering distance learning programs without statutory sanction from regulatory authorities. As a result, higher education institutions recognized to offer ODL programs are directed not to enrol any foreign nationals in such programs. Only learners residing in India are permitted to be enrolled in ODL programs, in compliance with the territorial jurisdiction defined in UGC regulations.

BHU Approves New Scholarships and Gold Medal

UP Education Department Introduces Question Banks for 25 Lakh Students in Classes 9 and 10

In a groundbreaking initiative, the Uttar Pradesh Basic Education Department has developed question banks tailored for over 25 lakh students enrolled in grades 9 and 10 across more than 27,000 schools affiliated with the UP Board. These question banks are strategically designed to bolster students’ preparation for competitive examinations such as those for engineering and medical entrances. Collaborating with esteemed institutions including the National Council of Educational Research and Training (NCERT) in New Delhi, the State Institute of Science Education (SISE), and subject matter experts from select universities, colleges, and secondary schools, the UP education department has curated comprehensive question banks for science and mathematics subjects. Under the guidance of Vijay Kiran Anand, former State Project Director of Samagra Shiksha Abhiyan, the responsibility of developing these question banks was entrusted to the State Science Education Institute in Prayagraj. The science question bank for classes 9 and 10 encompasses 12 and 13 chapters respectively, with each chapter featuring approximately 70 questions spanning multiple formats including multiple choice, very short, short, and long-answer questions. Similarly, the mathematics question bank for the same classes comprises 12 and 14 chapters respectively, with a total of approximately 912 and 1,064 questions. Additionally, sample questions are provided to generate interest and facilitate effective practice. The questions in these banks are meticulously crafted to reinforce fundamental scientific and mathematical concepts among students, enabling them to grasp and apply these concepts with confidence. These question banks, developed based on the NCERT syllabus, have been forwarded by SISE-Prayagraj to the State Council of Educational Research and Training (SCERT) in Lucknow. They are anticipated to be made available to students shortly. Traditionally, only question banks prepared and published by private publishers have been accessible in the market. The introduction of these official question banks by the UP education department signifies a significant step towards providing students with structured and reliable resources to enhance their exam preparation and academic performance. By offering ample practice opportunities aligned with teaching-learning objectives, these question banks aim to empower students to excel in their examinations. They are poised to serve as invaluable tools in clarifying concepts, strengthening subject comprehension, and fostering academic success among students.
