India Introduces AI Governance Guidelines to Ensure Safe and Responsible Adoption

The Indian government has unveiled its first set of Artificial Intelligence (AI) governance guidelines, outlining a framework for the safe, transparent, and ethical use of AI technologies. The non-binding rules, released on Wednesday, are expected to shape India’s long-term vision for AI regulation ahead of the IndiaAI Impact Summit scheduled for February next year. Developed under the Ministry of Electronics and Information Technology (MeitY), the guidelines recommend potential amendments to the Information Technology (IT) Act to better classify AI systems and define liability across the AI value chain. The document highlights that the current definition of “intermediary” under the IT Act — covering telecom operators, search engines, and even cyber cafés — is outdated in the context of autonomous AI systems capable of generating data independently. Principal Scientific Adviser Ajay Sood noted that the new framework aims to provide clarity on responsibilities of AI developers and deployers, while also ensuring accountability. He added that the framework could serve as a model for AI governance in the Global South, especially for countries with limited regulatory resources. The guidelines also propose an India-specific AI risk assessment framework based on real-world harm evidence, along with a national database of AI incidents to track misuse, bias, and potential threats. This centralised repository will collect data from smaller regional databases managed by sectoral regulators, helping policymakers better understand the societal and security implications of AI technologies. The framework further recommends establishing new institutions to oversee AI policy, including an AI Governance Group—a permanent inter-ministerial body responsible for coordination and policy development—and leveraging the newly formed AI Safety Institute as the lead authority for ensuring safe and trusted AI use in India. Other key proposals include adopting regulatory sandboxes to allow innovation in controlled environments with limited legal exposure, and mandating accessible grievance redressal mechanisms through the existing Grievance Appellate Committee process. The guidelines also stress the need to update copyright laws to support large-scale AI model training and clarify digital platform classifications. MeitY Secretary S. Krishnan said the government is committed to acting when necessary to ensure AI is developed responsibly and ethically. Bengaluru’s Airbound Partners with Narayana Health to Launch Drone-Based Medical Deliveries

Bengaluru-based autonomous logistics startup Airbound has joined hands with Narayana Health to pilot medical deliveries using drones, marking a major step toward integrating advanced drone technology into India’s healthcare logistics system. As part of the three-month pilot programme, Airbound will carry out around 10 drone-based deliveries per day, transporting critical medical items such as blood samples, diagnostic test kits, and essential supplies between healthcare facilities. “This collaboration with Narayana Health demonstrates our ability to handle the most demanding delivery needs while showcasing the cost benefits that make our model globally scalable,” said Naman Pushp, Founder and CEO of Airbound. Airbound described the initiative as a “high-stakes proof of concept” designed to validate drone technology’s reliability, efficiency, and cost-effectiveness for critical healthcare applications. Dr. Devi Shetty, Founder and Chairman of Narayana Health, noted, “Our partnership with Airbound enables us to explore a promising technology that can greatly enhance the speed and dependability of medical logistics. This aligns with our mission to harness innovation for improving patient outcomes, especially in situations where rapid access to diagnostics and supplies can be life-saving.” Airbound’s drones are capable of carrying a payload-to-aircraft mass ratio of 1 kg to 1.5 kg. The company highlighted that its blended-wing-body tailsitter design allows vertical takeoff and landing while maintaining the aerodynamic efficiency of fixed-wing flight—addressing the limitations found in traditional tilt-rotor and quadplane configurations. In addition to the partnership, Airbound announced securing $8.65 million in seed funding, led by Lachy Groom (Co-founder, Physical Intelligence), with participation from Humba Ventures, Lightspeed Venture Partners, and senior executives from Tesla, Anduril, and Ather Energy. With this round, Airbound’s total funding has surpassed $10 million. Goa Unveils New Startup Policy 2025 to Boost Innovation and Employment

The Goa government has launched an ambitious Startup Policy 2025 aimed at transforming the state into India’s “Creative Capital” by nurturing a thriving entrepreneurial ecosystem. The initiative targets the creation of 1,000 startups and 10,000 new jobs for Goans while extending strong support to women entrepreneurs, a state official announced. The policy, introduced by the Department of State Information Technology, Electronics and Communication (DITEC), focuses on fostering innovation through venture funding, government-industry collaborations, and partnerships with incubators, corporates, and academic institutions. Goa, which already hosts 696 DPIIT-recognised startups, is positioning itself as an emerging hub for technology and creativity. Vision and Key Goals With a goal to establish Goa as a leading startup destination by 2028, the policy outlines specific targets — including enabling 100 startups to secure venture capital, promoting collaboration between 50 startups and government bodies, and strengthening connections across the entrepreneurial ecosystem. Key Schemes and Incentives The policy introduces several initiatives to encourage innovation and skill development: Campus Innovation Scheme: Offers grants to students for entrepreneurial or research-based projects, reimbursing project development costs. Skill Enhancement Scheme: Provides reimbursement for professional training in areas such as Artificial Intelligence and other emerging technologies. Infrastructure Support: Encourages collaboration with private players and educational institutions to establish IT labs, Maker Labs, Centres of Excellence, and Innovation Hubs. Women Entrepreneurship Support: Launches a dedicated mentoring and funding programme, offering monthly allowances to women-led startups working on innovative solutions. TCS Q1 FY26: Attrition Rises Slightly to 13.8%, Net Profit Grows 6.7% YoY

Tata Consultancy Services (TCS), India’s largest IT services company, reported a modest uptick in employee attrition during the first quarter of the financial year 2025–26. According to a regulatory filing on Thursday, the attrition rate for Q1 stood at 13.8%, up from 13.3% in the March quarter and 13% in the preceding December quarter. As of June 30, 2025, the company’s total workforce had grown to 613,069 employees, reflecting a year-on-year increase of 6,071 from the 607,979 reported at the end of March. Highlighting the company’s focus on skill enhancement, Milind Lakkad, Chief Human Resources Officer at TCS, stated, “Talent development remains central to our strategy. This quarter, our associates dedicated 15 million hours to upskilling, particularly in emerging technologies. We now have over 114,000 employees proficient in advanced AI capabilities.” The IT major also opened the earnings season for the June quarter by posting a 6.7% year-on-year rise in consolidated net profit, reaching ₹12,819 crore, compared to ₹12,105 crore in the same quarter last year. Revenue from operations witnessed a 1.3% increase, totaling ₹63,437 crore, up from ₹62,613 crore in Q1 FY25. Employee benefit expenses climbed 3.6% year-on-year to ₹37,715 crore, while the company’s overall expenses rose 1.6% to ₹48,118 crore. TCS also announced an interim dividend of ₹11 per share. Shares of Zee Entertainment Enterprises witnessed a notable rise on June 10 following the announcement of a strategic collaboration with content startup Bullet to develop a micro-drama app centered on short-format entertainment. The stock gained momentum, reaching an intraday high of Rs 135.56 on the NSE, up 6.39%, before settling at Rs 130.95—an increase of 2.77% around 11 am. This marked the second consecutive day of gains for Zee’s shares. Trading activity showed 8.36 lakh shares exchanged, generating a turnover of Rs 11.11 crore. On the NSE, nearly 2.7 crore Zee shares had traded by 11:15 am. The company’s market capitalization stood at Rs 12,582.80 crore, according to BSE data. In an official regulatory filing on June 9, Zee Entertainment announced its partnership with Bullet, a content and technology startup, to launch the micro-drama app within the ZEE5 platform. This integration aims to deliver short-form entertainment directly to ZEE5’s extensive user base, enhancing viewer engagement. The app will incorporate AI-powered pricing and performance prediction models to optimize content acquisition and distribution. Additionally, it will feature gamification elements designed to boost user retention and loyalty through rewards, alongside a creator-driven content pipeline enabling independent creators and studios to monetize their work effectively. A Zee Entertainment spokesperson stated, “Our collaboration with Bullet is focused on identifying innovative content formats and scaling them across our platforms to create a competitive edge and drive stronger monetization.” Azim Lalani, Co-Founder and Chief Business Officer of Bullet, highlighted the growing appeal of “snacky content” that captures brief attention spans. He said, “The next evolution in content consumption will emphasize creators who can evoke intrigue and emotions in bite-sized formats.” The announcement also positively impacted the broader market, with the Nifty Media index rising 1.2%, buoyed by gains across all nine index members. Zee Entertainment emerged as the top performer in the index during the session. The company recently reported a sharp jump in consolidated net profit for Q4 FY25, soaring 1,305% year-on-year to Rs 188 crore from Rs 13.4 crore in the same quarter last year. PwC plans to hire 10,000 more people in India in the next four years

PwC has announced plans to grow its team over the next five years or less in honour of the 150th anniversary of the company in India. With an emphasis on diversity, skill development, and equal growth opportunities, the company keeps working to ensure that its employees have a challenging and all-encompassing work environment. In less than five years, the company wants to hire 10,000 individuals throughout its network of companies as part of its growth plans. Emerging technologies, including cloud, digital, analytics, and cyber technologies, will be given priority in the hiring process. According to Sanjeev Krishnan, chairman of PwC India, the company has learned a lot over the past 150 years and has “taken those learnings to become stronger, more focused and better positioned to deliver on our purpose of solving important problems and building a strong culture of respect, inclusion and transparency.” PwC India has offices all over the country today and provides a variety of professional services to its clients. After reporting a 22% YoY increase in revenue in the previous fiscal year, it has been investing in technology and management consulting, risk, and deals, as well as making organic acquisitions to scale up and enhance current problem-solving skills. In an effort to increase its reach and access the talent pool in India, it has built three new offices this year.
