On Thursday, July 4, Shane Nigam took to his social media handle and announced his next film, an actioner. The upcoming film is written and directed by debutant Unni Sivalingam, who previously worked as an assistant director in Saheed Arafath’s Thankam (2023). In his social media post, Shane Nigam launched the announcement poster and wrote, “THE HEROIC BLOODSHED BEGINS.” Announcing Shane Nigam’s 25th film under the banner of STK Frames. Produced by Santhosh T. Kuruvilla and Binu Alexander George. Written and Directed by Unni Sivalingam. Gear up for an Intense Action Thriller. An action thriller, the upcoming Shane Nigam starrer is said to be centered around four kabaddi players. The film is a Malayalam-Tamil bilingual film, with actors from both languages playing pivotal roles. Palakkad and Coimbatore are the major locations of the film. The upcoming film will go on floors soon. The makers have kept the rest of the cast and crew under wraps. On the work front, Shane Nigam’s recent film was Aby Treesa Paul and Anto Jose Pereira’s ‘Little Hearts’. ETimes rated the film 2.5 out of 5 and wrote, “The film directed and co-written by Aby Treesa Paul, Anto Jose Periera, along with Rajesh Pinnadan, who also shares a writing credit, could have been a sweet enough, feel-good romance with some good lessons for the audience, but it needed a proper tightening at the writing and making stages. States Asked to Keep Vigil After 8 Zika Cases in Maharashtra

On Wednesday, the Centre ordered states to maintain vigilance due to Zika virus spread in Maharashtra, with eight cases reported by July 2: six in Pune, one each in Kolhapur and Sangamner. Spread by Aedes aegypti mosquitoes, Zika usually causes mild symptoms but poses risks for pregnant women, potentially causing microcephaly in the fetus. Atul Goel, Director General of Health Services, issued an advisory for constant monitoring. The Health Ministry urged screening pregnant women and tracking fetal growth as per guidelines, given the infection’s neurological consequences. Affected areas must prioritize vigilance, screening, and monitoring efforts. The Centre on Wednesday asked states to maintain a state of constant vigil over the Zika virus situation in the country amid reports of the spread of the mosquito-borne infection in various districts of Maharashtra. As of July 2, Maharashtra has reported eight cases of Zika virus infection: six from Pune and one each from Kolhapur and Sangamner. Zika virus is transmitted by Aedes aegypti mosquitoes, similar to dengue and chikungunya. It spreads when a mosquito carrying the virus infects a person. Experts say the infection doesn’t cause severe symptoms in most cases and subsides in a few days. However, in the case of pregnant women, the infection is known to affect the fetus and cause microcephaly (reduced head size), making it a major concern. According to the health ministry, Director General of Health Services Atul Goel has issued an advisory to states highlighting the need for maintaining constant vigilance. As Zika is associated with microcephaly and neurological consequences in the fetus of the affected pregnant woman, the health ministry said on Wednesday, states have been advised to alert clinicians for close monitoring. “States are urged to instruct the health facilities to screen pregnant women, monitor the growth of the fetus of expecting mothers who have tested positive for Zika and act as per central guidelines,” it said.

Government Issues High Severity Warning for Google ChromeOS

CERT-In warns of high severity Google ChromeOS vulnerabilities, urging users to update to version 120.0.6099.315 in the LTS channel to prevent arbitrary code execution through malicious web pages. The Indian Computer Emergency Response Team (CERT-In) has issued a high severity warning for Google ChromeOS. As per the government body, multiple vulnerabilities exist in the ChromeOS which can be exploited by an attacker to execute arbitrary code on the targeted system. For those unaware, CERT-In is the nodal agency for responding to major computer security incidents in the country. It works under the Ministry of Electronics and Information Technology. What the advisory says? The advisory issued on July 1 states that multiple vulnerabilities have been reported in the LTS channel for ChromeOS which could be exploited by an attacker to execute arbitrary code on the targeted system. LTS channel for Google ChromeOS versions prior to 120.0.6099.315 (Platform Version: 15662.112) are affected. These vulnerabilities, the cyber watchdog says, exist in Google Chrome OS due to Heap buffer overflow in WebRTC and Use after free in Media Session. An attacker could exploit these vulnerabilities by persuading a victim to visit a specially crafted web page, it states. What should Google Chrome users do? CERT-In has advised users to apply appropriate updates released by Google. In a blog post, the company said that the LTS-120 is being updated in the LTS (Long Term Support) channel, version 120.0.6099.315 (Platform Version: 15662.112), for most ChromeOS devices. The update brings fixes for both issues- Heap buffer overflow in WebRTC and Use after free in Media Session, as mentioned above.

The NEET-PG exam for admission to postgraduate medical courses is reportedly set to be held later this month. This development follows a meeting between the Home Ministry and officials from the government’s anti-cybercrime body. In a significant shift, the question paper will now be prepared just two hours before the exam, according to NDTV sources. Originally scheduled for June 23, the NEET-PG exam was abruptly postponed hours before its start amid a row over alleged irregularities, including leaked question papers for the undergraduate exam. The government had then said it would “undertake a thorough assessment of the robustness of processes of NEET-PG, conducted by the National Board of Examinations for medical students.” The cancellation of the exam, which saw the enrollment of thousands of aspiring medical professionals, led to widespread protests, particularly from those who had traveled long distances to take the test. Education Minister Dharmendra Pradhan appointed a high-level committee to investigate the complaints. The suspension of the NEET-PG exam followed public outcry over similar issues with the NEET-UG and UGC-NET tests. These exams, which play a pivotal role in confirming professorial appointments and awarding research fellowships, have been under scrutiny for potential irregularities. Minister Pradhan recently confirmed student reports that NEET-UG and UGC-NET questions were being sold on the darknet, spotlighting the National Testing Agency (NTA), responsible for conducting both exams. This revelation led to the removal of the NTA’s chief, SK Singh. The UGC-NET exam is now rescheduled to be held from July 25 to 27, while the NEET-PG exam will be organized from August 21 to September 4.

Maharashtra College Bans Jeans, T-Shirts, and Jerseys on Campus

Acharya Marathe College in Chembur, Maharashtra, has sparked controversy by banning jeans on campus and enforcing a formal dress code for male students. The official notice stated that students wearing jeans would not be allowed to enter the college premises. The notice also specified that male students must wear formal attire, while female students are permitted to wear ethnic or Western dress, provided it does not reveal their religion. The notice emphasized that students should not wear any dress that displays religious affiliation or cultural disparity. “Students can wear half shirts or full shirts and trousers. Girls can wear any Indian or Western outfit. Students shall not wear any dress which reveals religion or shows cultural disparity,” the notice read. It further stated, “Nakab, Hizab, Burkha, Stole, Cap, Badge, etc., shall be removed while going to common rooms on the ground floor and then only they can move throughout the college campus. Torn jeans, T-shirts, revealing dresses, and jerseys are not allowed.” Following the release of the notice, some students who did not attend college on the day the notice was issued were barred from entering the premises the next day due to the new dress code. The Government of India will retain ownership rights over lands within cantonment areas, according to a new order from the Director General of Defence Estates (DGDE). This order, communicated by Southern Command Deputy Director Hemant Yadav on June 28, directs the chief executive officers of cantonment boards to ensure that these rights are maintained. The order outlines the broad guidelines for excising civilian areas from cantonments and merging them with adjoining municipalities. It specifies that proprietary rights over assets meant for civic amenities and municipal services in the excised areas will be transferred to the state government free of cost. Furthermore, the municipal cover over leased and old grant properties in the excised areas will also be transferred to state municipalities. Security concerns of the armed forces will remain a priority during the segregation process. “The CEOs are directed to liaise with state government officials and appraise the status mentioned in the minutes of the meeting and clarify doubts in consultation with the president of cantonment boards and Local Military Authorities,” Yadav said. The Pune Cantonment Board (PCB) has already proposed the excision of 246.8 acres of civilian area to be merged with the Pune Municipal Corporation (PMC). PCB CEO Subrat Pal submitted a 45-page draft proposal report to the Maharashtra state chief secretary, Dr. Nitin Kareer, on March 6, detailing the precise excision of notified civilian areas from the original cantonment board jurisdiction.

80% of Public Health Facilities in India Are Substandard, Reveals Government Survey

A recent government survey under the National Health Mission (NHM) has revealed that nearly 80% of public health facilities in India fail to meet the minimum standards for infrastructure, manpower, and equipment. This self-assessment exercise involved over 200,000 facilities, out of which only 8,089 scored 80% or higher for compliance. The government aims to make 70,000 facilities compliant within 100 days and will conduct surprise inspections to ensure standards are met. Public health facilities from states and Union Territories were asked to provide details on the number of doctors, nurses, and basic medical equipment available. The data shared on the Indian Public Health Standards (IPHS) dashboard showed that 40,451 facilities submitted key statistics through the Open Data Kit, a digital tool developed by the health ministry. The results were alarming, with only 20% of facilities qualifying as IPHS compliant, meaning they had the necessary infrastructure, human resources, drugs, diagnostics, and equipment to provide essential services. Approximately 42% of the facilities scored less than 50%, while the remaining scored between 50% and 80%. A senior health ministry official emphasized that the self-assessment and real-time monitoring are crucial to ensure health facilities maintain required standards, leading to better health outcomes and a more equitable society. The Centre is pushing states and UTs to address the identified gaps with full support to improve service quality. In addition to the IPHS, the National Quality Assurance Standards (NQAS) will continue to physically evaluate district hospitals, sub-district hospitals, community health centres, and primary health centres on best practices such as availability of essential medicines, equipment, waste management, infection control, support services, and patient rights. A new provision of virtual assessment has been introduced for Ayushman Arogya Mandir, the most numerous public health facilities under NHM. The NHM covers 60% of the costs for public health facilities, with the remaining expenses borne by the states.

Employee Associations Urge Merger of RRBs with Sponsor Banks for Enhanced Efficiency

Bank employee associations have called on Union Finance Minister Nirmala Sitharaman to merge Regional Rural Banks (RRBs) with their respective sponsor banks. This move aims to ensure overall efficiency and viability in the banking sector. A joint statement from the All India Bank Officers’ Confederation and the All India Bank Employees Association, representing over 6 lakh bank employees, emphasized the need for this merger. “Competition among Public Sector Banks and RRBs is leading to the wastage of scarce financial resources by offering the same types of services,” the statement read. The associations argue that despite this competition, a significant portion of the rural population is not benefiting from modern, technology-driven banking products. RRBs were established under the RRB Act of 1976 with the capital provided by the Government of India, state governments, and sponsored banks. Currently, there are 43 RRBs sponsored by 12 scheduled commercial banks, operating around 22,000 branches, 30 crore deposit accounts, and 3 crore loan accounts across 702 districts. Ninety-two percent of RRB branches are located in rural and semi-urban areas, highlighting their importance in the rural banking ecosystem. The associations believe that merging RRBs with sponsor banks would ensure uniformity in the product range offered to customers, thus accelerating the growth of the rural economy and prioritizing sector lending. “Such integration will update the skills of RRB employees to modern banking practices and effectively address staff shortages in both RRBs and sponsor banks,” they added. Additionally, they noted that the salary structures and benefits of RRB employees are broadly similar to those in sponsor banks, which would facilitate a seamless integration. “The proactive step of merging RRBs with their respective sponsor banks will facilitate enhanced supervision, governance, and accountability, ensuring greater sustainability of the entire banking sector,” the statement concluded.

The National Testing Agency (NTA) has declared the result of the NEET-UG re-exam 2024. Candidates who appeared for the re-exam can now check their results on the official website: exams.nta.ac.in/NEET. The re-examination was conducted on June 23, 2024, for 1563 candidates, with 813 of them taking the re-test. The NTA had released the answer keys for the re-exam on June 29, allowing candidates to download the provisional answer keys from the NEET website. Why was the NEET-UG Re-Exam Conducted? During the NEET-UG exam held on May 5, 1563 candidates across seven centers experienced delays due to the distribution of incorrect question papers. Initially, the NTA decided to grant grace marks to these affected candidates. However, this decision was later revoked following legal challenges in the Supreme Court. The Centre informed the top court that the grace marks were rescinded, and affected candidates were offered a re-examination. Candidates who chose not to take the re-exam would have their original scores, excluding any grace marks, considered final. NEET-UG 2024 The NEET-UG, conducted by the NTA on May 5, saw participation from approximately 24 lakh candidates. Although results were declared on June 4, the examination process faced scrutiny due to allegations of question paper leaks in Bihar and other irregularities across various states. The central government has faced criticism over these alleged irregularities. Candidates who appeared for the re-exam are encouraged to check their results promptly and ensure all necessary steps are taken for their admissions.

CBI Makes First Arrests in NEET-UG Paper Leak Case, Two Detained in Patna

The Central Bureau of Investigation (CBI) has made the first arrests in the NEET-UG paper leak case, detaining two individuals from Patna. The arrests, which took place on Thursday, involve Manish Kumar and Ashutosh Kumar, who allegedly provided safe premises for aspirants before the examination. Here, the candidates were given leaked papers and answer keys, according to officials. The CBI has registered six FIRs related to the NEET paper leak case. The NEET-UG, conducted by the National Testing Agency (NTA), is an important examination for admissions to MBBS, BDS, AYUSH, and other related courses in government and private institutions across India. This year’s examination was held on May 5, 2024, at 4,750 centers in 571 cities, including 14 abroad, with over 23 lakh candidates appearing for the test. The first FIR by the CBI was registered on Sunday, just a day after the Ministry of Education announced that it would hand over the investigation into the alleged irregularities in the exam’s conduct to the central agency. The demand for a CBI probe was raised by a section of protesting students. The CBI’s swift action in arresting the two individuals from Patna marks a significant development in the ongoing investigation. The agency is expected to continue its probe to identify and apprehend other culprits involved in the paper leak scandal.
