Government makes Aadhaar card not mandatory on CoWIN portal for Covid-19 vaccination

The Centre said to the Supreme Court that Aadhaar card isn’t mandatory for registration on the CoWIN portal for Covid-19 vaccination. A bench of Justices DY Chandrachud and Surya Kant was informed by the ministry of health and family welfare that one among the nine identity documents including passport, driving licence, PAN card, voter’s card, and ration card may be produced for vaccination. The apex court took note of the submission and disposed of a plea filed by Siddharthshankar Sharma who claimed that Aadhaar card was being mandatorily insisted upon for administering Covid-19 vaccination on the CoWIN portal. The apex court had on October 1, 2021 issued notice to the Centre on the PIL. The bench said, “Pursuant to this court’s order dated October 1, 2021, the ministry of health and family welfare has filed an affidavit which records that Aadhaar card is not mandatory for registration on CoWIN portal and one of the nine identity documents can be produced. it is also recorded in the affidavit that a provision has been made for other categories of persons who may not have identity cards in their possession like prison inmates, inmates at mental health institutions etc. Counsel for Union submits that about 87 lakh people without ID cards have been vaccinated. The grievance of the petitioner that he was denied vaccination for non-production of Aadhaar card has also been dealt in the affidavit. The health ministry addressed a letter to principal secretary, health in Maharashtra to require action against the concerned private vaccination centre which denied vaccination to the petitioner despite production of valid passport ID. The grievance of the petitioner is duly met. All concerned authorities act in accordance with the policy of the government.” The plea had sought active and non-discriminative enforcement of the already notified rules/ policies within the entire country in a uniform manner, for the protection of the right to vaccination granted to citizen of India which is dangerously endangered on account of denial of vaccination due to non-submission of Aadhaar details to the concerned authority. The plea said that such actions are in blatant violation of right to life under Article 21 read with right to equality under Article 14 of the Constitution and hence, the petitioner urges sympathetic indulgence of this court by way of issuing appropriate directions to direct the concerned authority to line aside the mandatory pre-condition of production of Aadhaar details from enabling administration of vaccination.

BARC to release news channel ratings on March 17

Broadcast Audience Research Council India (BARC), has announced that it is resuming publishing of individual news channels ratings from week 10, 2022 data, to be released on March 17. The I&B has sent out a directive to resume the release of data for individual news channels. “BARC India and the industry at large, welcomes the Ministry of I&B’s directive to resume the release of data for individual News channels. The data are going to be released as per the Augmented Data Reporting Standards for News and Special Interest genres,” a BARC statement said. “BARC India is currently working towards ensuring the seamless release of individual news channel data and intends to commence release with effect from our reporting Week 10, 2022. As per our reporting cycle, this data will be released to the market on Thursday, 17th March 2022. We have communicated the same to our clients and stakeholders.” The augmented standards entail the reporting of audience estimates for news and special interest genre channels on a four-week rolling average basis. It would be released regularly each week together with the estimates for all other channels. In the weeks leading up to the resumption of news channels ratings, BARC India will be reaching out to its constituents to tell and educate them about the main points of the Augmented Data Reporting Standards. Santishree Dhulipudi Pandit Appointed First Woman Vice Chancellor Of JNU

Santishree Dhulipudi Pandit will be the first woman vice chancellor of Jawaharlal Nehru University with the Ministry of Education (MoE) appointing her to the highest post on Monday. Ms. Pandit is presently a political science professor at Department of Politics and Public Administration, Savitribai Phule University in Maharashtra. BUDGET TOWARDS EDUCATION SECTOR 2022

Union Budget 2022 for Education Sector looks like a wakeup call due to the pandemic. The skill hub initiative of MoE and MSDE will be a boon to the youth for them to skill, upskill and reskill as per their choice and need. The e-portal DESH-Stack will be a great platform for those who seek to find the right job opportunities. The announcement of ‘National Tele mental Health programme’ which will include a network of 23 Tele mental health centres of excellence is definitely a need of the hour programme considering the impacts that the Pandemic has caused not just on physical health but mental health too. Schools, colleges to resume in Orissa from Feb 7

With the Covid cases beginning to decrease in the state, the Odisha government has chosen to resume schools and colleges across the state from February 7. The declaration was made by Chief Secretary Suresh Chandra Mohapatra at a press conference on February 3. He declared that actual classes for students from Class 8 to 12, colleges, universities, and other specialized instructive establishments will return from February 7. Classes for students from KG to 7 are planned to return from February 14, said the Chief Secretary. This declaration has come to a couple of days after the Odisha Higher Education office needed to give an authoritative explanation against a fake notification that had been circling on the web. “A fake letter is circulating in social media purportedly conveying decision of Higher Education Department to reopen colleges and universities from 10th Feb’2022. It is hereby clarified that no such decision has been taken by the state government,” the department clarified on social media platform, Twitter. The fake notification had asserted that the office chose to resume the higher instructive establishments from February 10. The explanation was given on January 31, 2022. As the Omicron cases were on an increase, the Odisha government had chosen to close all schools, colleges, and other instructive organizations with the exception of the clinical colleges/nursing colleges and foundations heavily influenced by the Health and Family Welfare office will be shut for actual participation on January 7. Union Health ministry postpones NEET-PG exam by 6-8 weeks before SC hearing

NEET PG exam that was scheduled to be held on March 12 has been postponed by 6-8 weeks, the Union Health Ministry announced via a government circular. In an order issued on Thursday, the director of health services wrote, “I am directed to say that lot of representations were being received from medical doctors regarding request to delay NEET-PG-2022 examination date i.e. 12.03.22 as published in information bulletin by NBE since it is clashing with the NEET PG 2021 counselling. Also, many of the interns would not be able to participate in the PG Counselling 2022 by the month of May/2022.” “Keeping the above facts in view, the minister has taken the decision to postpone NEET PG 2022 by 6-8 weeks or suitably,” the order said. The Supreme Court was scheduled to listen to a plea on the postponement of the examination on Friday. The plea was filed on January 25. Six MBBS students approached the apex court as many requirements like mandatory internship etc weren’t fulfilled by many aspirants. Many internships got halted due to their Covid duty, they said. According to one among the NEET PG regulations, 30 beds of a hospital need to be assigned to at least one unit of students pursuing the PG course and now two students of two academic sessions will need to be accommodated within the same facility, the plea said. There was a delay in conducting the exams in 2021 which was due to the pandemic situation. Many MBBS graduated are yet to finish their internship, without completing which they’ll not be eligible for the entrance exam this year. The Supreme Court, on January 7, had paved the way for resuming the stalled NEET-PG 2021 counselling process based on the prevailing 27 per cent OBC and 10 per cent EWS reservations in the All India Quota seats, saying there’s an “urgent need” to start the admission process.
