With this announcement, the Indian chapter of the United Nations-based forum namely the Internet Governance Forum (IGF) has begun. The Indian Internet Governance Forum will work towards bringing various stakeholders together from different groups, considering all at par to discuss public policy issues related to the Internet. The prime objective of the forum is to generate discussions about policy formation related to the Internet. Further, the forum will also become a starting point for identifying something that retards or halts the free movement and progress of Internet policies and trying to resolve this one by one.  “India is the second-largest broadband subscription country in the world and also has the highest data consumption per user per month. Therefore, the aspirations of the Indians should be reflected in International policy formation and stakeholder discussion,” the Chairman of Coordination Committee Anil Kumar Jain informed during the announcement of the forum. As per the IIGF website, as a region with enormous internet economy potential (800 million Internet users and over 1.2 billion mobile users), India comes with the most diverse internet-related stakeholders and issues (e.g. cybersecurity, net neutrality, online rights, youth, and digital innovation). In a global setting, following such a need to include, consider, and invite these stakeholders’ perspectives, the World Summit on the Information Society (WSIS) initiated the Internet Governance Forum (IGF) in 2006 and has since been holding the Forum annually. Further, starting August 2021, multiple Pre-IIGF engagement events will be conducted at several colleges and universities, as a precursor to the IIGF 2021. The idea behind this is to engage the youth and students for their participation in the October event and prepare the next generation to be part of policy formation. Source: PBNS

COVID-19 Update: Students Scared As Dozens Test Positive For The Virus After Reopening Of Schools

The hasty decision of reopening schools results in the spread of the infection again increasing the risk of a third wave. The states had the liberty of taking the decision to reopen schools based on the condition of the infections in their respective states. However, as the infections started subsiding, the hasty decision to reopen schools in several states is now proving to be a disaster for the country.  Students who went to schools in several states have tested positive for the COVID-19 virus thereby increasing the risk of infections amongst the citizens yet again.  While Haryana had opened schools for senior classes (Classes 9 to 12) from July 16 onwards, Punjab on August 2 went ahead and allowed all classes from pre-nursery to Class 12. The Himachal Pradesh government also opened schools for 9th to 12th standard students from August 2. With ten more school children found positive in Anni subdivision of Kullu district in Himachal Pradesh on Tuesday, so far, a total of 62 children have contracted the virus in the state, after the government decided to reopen the schools. Himachal Pradesh government has closed all the schools till the 22nd of August as a precautionary measure. The worst-hit places are the Kullu, Kangra and Shimla districts where crowds of tourists were witnessed recently. In neighboring Punjab, 27 school children have been found Covid-19 positive. Out of a total of 27, 21 students alone were found in two Ludhiana schools which have been closed as a precautionary measure. Haryana was first to open schools for the senior classes between Standard 9 to 12 from July 16. Six students who were studying in two Fatehabad schools were found to be Covid-19 positive last week. Earlier in March this year, 54 school children had tested positive in the Karnal district. Himachal Pradesh and Punjab currently top the Covid-19 transmission rate in the country with the highest virus reproductive value of 1.3 each, which indicates rising infection trends and disease resurgence. While the Himachal Pradesh government has already closed all educational institutions including schools till the 22nd of August, Haryana and Punjab are yet to take a call. PM Modi Launched Ujjwala 2.0, Says No Need For Address Proof Of Migrants

Prime Minister Narendra Modi on Tuesday said it was unfortunate that people had to wait decades for basics like hospitals, roads and electricity, as he launched the second phase of the Ujjwala cooking gas scheme in poll-bound Uttar Pradesh. “We are entering 75th year of independence and when we see the progress made in the past seven and a half decades, we realise that certain conditions and situation could have been changed decades ago,” Modi said after launching Ujjwala 2.0 (Pradhan Mantri Ujjwala Yojana) and distributing LPG connections at a programme at Mahoba in Uttar Pradesh’s Bundelkhand region via video conferencing. Union minister for petroleum and natural gas Hardeep Singh Puri and state chief minister Yogi Adityanath attended the programme with the latter making a token distribution of LPG connections on the occasion. The prime minister, who interacted with Ujjwala scheme’s five beneficiaries including one from Gorakhpur, used the occasion to highlight his government’s work on providing basic needs to the society. “Will our energy waste in fulfilling basic needs? How can a family or a society progress and realise big dreams if it has to struggle for basic needs?” he asked. “Our sisters and daughters will be able to contribute to the nation building only if their problems of kitchen and home are taken care of. We have worked on mission mode to resolve such issues,” the PM added. Modi referred to the upcoming Raksha Bandhan festival to connect with women, saying he was delighted to get blessings of his sisters well in advance. Keeping up with his recent messages on sports in the wake of the recently concluded Tokyo Olympics, the prime minister used the occasion to connect with the people of Bundelkhand, saying Ujjwala 2.0 was being launched from the land of brave, Mahoba, adding that the region is home to legendary hockey player Major Dhyanchand after whom the highest award for sportspersons has been recently named and it will inspire millions of the youth. He said by their exemplary performance at the Tokyo Olympics, the country’s sportspersons have given an indication about the future of sports. Giving statistical details about achievements of his government, he said under the first phase of Ujjwala scheme LPG connections have been given to 80 million women from the poor and deprived sections of society. The prime minister said India was close to achieving 100% gas connection coverage, adding that the number of gas connections distributed in the past seven years was higher than the total connections in the country till 2014. “We saw how much this helped during the Covid-19 pandemic. When there was no movement and businesses were closed, crores of poor families were given free gas cylinders for many months,” he said. “In the last six years, more than 11,000 new LPG distribution centers have opened across the country. Uttar Pradesh alone had less than 2,000 distribution centers in 2014. In UP now, there are 4,000 such centers giving employment to thousands of youths,” he added. Elaborating on the scheme, Modi said in Ujjwala 2.0 a self-declaration of address will work to get a LPG connection in other states as well. He said efforts were also being made to supply piped natural gas while expeditious work was being done to give PNG connections in UP and northeastern states at the earliest. The PM said a target to give PNG connections to 2.1 million households in over 50 districts of Uttar Pradesh has been set in the first phase. He added that efforts were also being made to boost use of CNG in transportation. Stating that the World Biofuel Day on Tuesday was a reminder about the targets on clean energy front, he mentioned plans to promote “gobar dhan” – tapping cow dung for energy. Modi said India was close to achieving the target of 10% blending of ethanol in petrol and would aim for 20% blending in coming years. He added that vehicles will use 100% ethanol in future. The prime minister said farmers from Uttar Pradesh will be benefitted the most with the option of making ethanol from sugarcane. He said ethanol worth ₹7 lakh crore was bought from producers last year. He said a number of units linked to ethanol and biofuel have come up in the state and plants were being set up in 70 districts to make compressed biogas. He also announced that three big complexes were coming up to make biogas from ‘parali’ including two at Badaun and Gorakhpur in UP and another at Bhatinda in Punjab. Meanwhile, CM Adityanath said 15 million families in the state availed the benefit of the Pradhan Mantri Ujjwala Yojana in its first phase. “Six years ago, the prime minister launched the first phase of Ujjwala Yojana from Ballia district in eastern UP. In the first phase of Pradhan Mantri Ujjwala Yojana (PMUY), 1.5 crore (15 million) families in Uttar Pradesh availed the benefit of the scheme,” he said. Rajendra Chaudhary, spokesperson for the Samajwadi Party, said, “Mahoba has been chosen as the venue to launch the scheme in view of 2022 assembly elections in Uttar Pradesh. Prime Minister Narendra Modi should not indulge in politics of betrayal. Ujjawala has not helped the poor due to high cost of cylinder.” Source: ArdorComm News Network has published the story with an edited headline with the rest of the news belonging to The Hindustan Times and PTI.

DCGI approves study on mixing of Covishield & Covaxin doses of Covid-19 vaccines

The Drugs Controller General of India (DCGI) has granted approval for trials that will mix two different Covid vaccines — Covishield by Serum Institute of India and Covaxin by Bharat Biotech. The study will be conducted by Christian Medical College, Vellore. The Subject Expert Committee (SEC) of the Central Drugs Standard Control Organisation (CDSCO) had a week ago recommended granting a nod for the mix-and-match trial. Combination of the two different vaccines had not been allowed in the country so far as no such trials were conducted and no data was available regarding the safety and efficacy of such combinations. This will be the first-of-its-kind study in the country and will involve 300 participants. The approval for the study follows an ICMR study in Uttar Pradesh, where 18 people were given two different doses of the Covid-19 vaccine by mistake in May. They had received Covishield as their first dose and were administered Covaxin as the second dose after six weeks. According to the ICMR study, the vaccine combination was safe and there were no adverse reactions. Also, those who got a mixed dosage of the vaccines demonstrated better immunogenicity that those who had got the same vaccine doses. According to the health ministry, the monthly production of Covaxin was projected to go up to 58 million doses per month, while Covishield production was expected to reach 120 million doses a month from September. SII also has plans to make 300 million doses of the Sputnik vaccine. There are similar studies being conducted globally to assess the safety and efficacy of combining two different vaccines and to see if combination of vaccines worked better that two doses of the same vaccine. Russia Direct Investment Fund has initiated partnerships with other vaccine producers to conduct joint studies of a combination of the first component of Sputnik V with foreign vaccines. They have completed a study of combining the first shot of Sputnik V vaccine with the AstraZeneca-Oxford University vaccine and the interim analysis on immunogenicity demonstrated high safety. There are studies of single dose of the AstraZeneca vaccine combined with the mRNA vaccines from Pfizer or Moderna as second doses and this was found to be effective. Source: FE Bureau

How Can Social Media Affect The Number Of Vaccinations Globally?

Misinformation wave on social media platforms like Facebook reduce the chances of people from getting vaccinated. Pune: When we say that technology and social media is the future of tomorrow, it is true. But, it comes with its own perils. There are places on the web and communities on social media that resort to cyber bullying, spreading misinformation and misleading the people.  The dark side of social media is not only risky for children, but it has also succeeded in penetrating adults and in extreme cases, it has resulted in people losing their lives at the behest of bad influencers or cyber criminals on the web and social media.  According to a recent survey carried out by The COVID States Project found that their respondents who relied exclusively on Facebook as a source of information and news were more likely to fall victim to false claims like COVID-19 vaccines will alter DNA or they have embedded microchips in it that will track people.  It is evident by now that we live in an era of mistrust. Mistrust is prevalent in all aspects of civilization like in healthcare, governance, medicines, etc. Our history, scepticism and online platforms have fuelled the wave further.  If we want the pandemic to end globally and for us to return to our pre-pandemic lives and levels, it is important for the population to get COVID-19 vaccines. Apprehensions arising from claims on social media, unverified sources and news channels need to be scraped out.  Personally, we have nothing against social media platforms like Facebook. But, despite countless efforts to stop and check the flow of misinformation, the phenomenon still continues. The reason behind the whole hullabaloo is that social media is accessible to millions of people globally. It just takes a minute for someone to share and send something out publically.  Therefore,  it is not possible to regulate or for someone to act as a continuous watchdog for activities, posts and news going on the web and social media every second of each day.  People with different backgrounds have varied ideological beliefs. But when it comes to healthcare, everyone is concerned to safeguard the health of their loved ones and themselves. There are instances where social media has helped a lot of people to reach out to get the right help. Nevertheless, the percentage of false claims scaring people away from getting treatment has been quite prominent on social media.  There are some ways in which we can still manage this crisis and curb the spread of harmful health claims from spreading on social media.  We can urge the right authorities, corporates involved, the government and fellow researchers, scientists and healthcare experts to monitor these claims and report them immediately. As soon as they are known to the concerned authorities, they must be immediately addressed via multiple mediums to the public. This can help in creating a difference and making this world a safer place to live in.
