Kerala Government Initiates Legal Action Against President Murmu for Withholding Assent for Bills

The Kerala Government has filed a lawsuit against President Droupadi Murmu for withholding assent for four Bills passed by the Kerala Legislature. Additionally, Kerala Governor Arif Mohammed Khan is being sued for delaying the Bills and subsequently reserving them for consideration by the President. The Kerala Government argues that the President’s actions in withholding assent without providing any reasons violate Articles 14, 200, and 201 of the Constitution, labeling them as arbitrary. Furthermore, the State contends that referring the Bills to the President undermines constitutional morality and disrupts the federal structure of governance. The lawsuit, filed before the Supreme Court, lists the Secretary to the President, the Kerala Governor, and the Additional Chief Secretary to the Governor as respondents. Kerala plans to be represented in the court by a senior lawyer specializing in Constitutional matters along with C.K. Sasi, its Standing Counsel. The State asserts that the Union Government’s involvement in advising the President to withhold assent to Bills within the State’s jurisdiction undermines the federal structure and encroaches on the State’s domain. The actions of the Governor, particularly in bundling up Bills for referral to the President after significant delays, are seen as deliberate attempts to evade constitutional duties. The Kerala Government maintains that the Governor’s actions disrupt the balance envisioned by the Constitution among the three organs of the State and subvert the federal structure. By reserving Bills solely within the State’s domain for the President’s consideration, the Governor’s actions render the State Legislature ineffective. The State’s legal action underscores its commitment to upholding constitutional principles and protecting its legislative autonomy. As the case unfolds in the Supreme Court, it marks a significant moment in the ongoing debate over federalism and the balance of power between the Union and State governments.

NCERT Announces Revision of CBSE Syllabus for Classes 3 and 6 from 2024-25 Academic Session

The National Council of Education Research (NCERT) is set to introduce revised syllabi for Classes 3 and 6 of the Central Board of Secondary Education (CBSE) in line with the National Curriculum Framework for School Education (NCF-SE) 2023. These changes are scheduled to take effect from the academic year 2024-25. A notice issued by NCERT outlines the plan for implementing the revised curriculum, emphasizing the need for adjustments to school timetables to accommodate the changes. Collaboration among CBSE, Kendriya Vidyalaya Sangathan (KVS), and Navodaya Vidyalaya Samiti (NVS) is deemed essential for the successful implementation of these modifications. The notice highlights the importance of proactive communication from CBSE to school heads, teachers, and parents regarding the updated syllabi and recommended time allocations for Grades 3 and 6. It underscores the significance of engaging students in playful and activity-based learning, aligning with the holistic approach advocated by the National Education Policy (NEP) 2020. AICTE Introduces Scholarship Scheme for Women on International Women’s Day

The All India Council for Technical Education (AICTE) has launched a new scholarship program for female students pursuing BBA, BCA, and BMS programs, coinciding with International Women’s Day. The initiative aims to provide financial assistance to 3000 economically disadvantaged female students annually, with a total allocation of ₹7.5 crore. Under the scheme, each student will receive an annual grant of ₹25,000. The scholarship, dedicated exclusively to women, will be disbursed for three years to support their education. AICTE Chairman Prof. T.G. Sitharam highlighted the council’s commitment to promoting gender equality and empowering women in technical and management education. He emphasized the importance of providing affordable education to empower women in management fields as well. The announcement underscores AICTE’s efforts to empower women in engineering and technology, complementing existing initiatives like the PRAGATI scheme for female engineering students. The council reaffirmed its commitment to fostering an environment conducive to women’s progress and prosperity in India. As India strives towards progress and prosperity by 2047, AICTE’s new scholarship scheme reflects a step towards realizing the vision of a developed nation where women play a significant role in driving innovation and growth.

In my view, the National Education Policy, which has been drafted by AICTE and UGC, is still not visible in the education market. As per my knowledge, only about 10 to 15% of elite higher education institutions have been able to execute NEP policy amendments and move forward. The remaining 85 to 90% of institutions, especially those in rural and tier 2 areas, are still following traditional methods of education. In my opinion, to address this, AICTE and UGC need to organize massive decentralized workshops at state, regional, and district levels to educate stakeholders on how to implement NEP policies effectively. This will ensure that the benefits of these policies reach the broader education community. How do you think implementing AI and technology in the education system will impact it in the next 5 to 10 years? While I’m not a technical expert, artificial intelligence is making waves globally, including in education and corporate sectors. However, its impact on the education system in India may not be significant in the next five to ten years. India needs to be more open to accepting new technologies like AI. Currently, traditional methods still dominate, and there is hesitancy in embracing new developments. I believe that AI implementation may only impact around 5 to 10% of the education system in India within the next decade. How is your university taking the lead in terms of addressing the mental health of students on campus? At Laxmi Vidyapeeth Institute, we have a vision to become a private university in the coming years. We aim to offer diverse courses to cater to the needs of students in our geographical area. Additionally, we prioritize creating a supportive and friendly environment on campus to alleviate stress among students. We encourage two-way communication with students, listen to their ideas, and implement feasible suggestions to enhance their experience. Moreover, we organize extracurricular activities to provide students with opportunities for relaxation and exploration outside the classroom, fostering creativity and personal growth. It will take about four to five years to implement the new policy comprehensively, both in rural and urban areas. It’s essential for educators to actively participate in policy discussions, provide feedback, and collaborate with government bodies to ensure effective implementation. By aligning with the government’s vision and actively contributing to policy development, educators can play a significant role in uplifting the Indian education system for the upcoming years. What steps do you suggest to improve school infrastructure for all educators? Infrastructure needs to be inclusive, accommodating learning and physically disabled students into mainstream schooling. From upgrading washrooms to staircases, every aspect needs to ensure equality. The divide between regular and special schools should be eliminated. Also, teacher training infrastructure needs upgrading to align with the new policy’s requirements. Providing accessible and modern facilities not only enhances the learning environment but also fosters inclusivity and equality among students. Additionally, investing in continuous professional development programs for teachers is crucial to ensure they are equipped with the necessary skills and knowledge to create an inclusive and supportive learning environment for all students. How is the new education policy targeting the rote learning process and promoting experiential learning? The focus is on developing skills rather than rote or experiential learning. From grade five onwards, the emphasis is on skill development for better employability, considering the uncertain job market due to technological advancements like AI. The new education policy aims to shift the focus from memorization to understanding and application of concepts. By incorporating experiential learning methods such as project-based learning, internships, and hands-on activities, students can develop critical thinking, problem-solving, and collaboration skills essential for success in the modern world. The policy encourages educators to adopt innovative teaching methodologies that engage students actively in the learning process, fostering creativity, curiosity, and lifelong learning skills. What’s your overall takeaway from this event? More open forums and discussions are needed for societal progress. Media organizations should spread awareness, involving parents as major stakeholders. Bridging the gap between traditional entrance exams and the skills-focused new policy is crucial, and platforms like ArdorComm can facilitate this. What are you doing in your school for the implementation of the NEP? Shed some light on it. Implementing NEP is a nice thing if done properly. For that, we are developing theme-based curriculum and focusing on providing practical vocational experiences to children after sixth grade. We are working extensively on this aspect, including AI, carpentry, and pottery. We are striving to provide proper education in schools. How important do you consider digital learning in proper education, and what role does teacher training play in your school? Well, although COVID has done a lot, there is still much work left. We are focusing on using technology to make children familiar with it. We are also working on how to match the technology with our products, so that the burden on teachers is reduced, management is streamlined, and children are motivated. What initiatives should schools take in skill development, and what initiatives have you taken in your schools? There’s still a lot of work left. We have done more work on soft skills than hard skills. Besides hard skills, we are now thinking of working on live skills and development in soft skills too. Reliance Industries and Walt Disney Near Finalization of Mega Merger, Creating India’s Largest Media Entity

Reliance Industries Limited (RIL), led by Mukesh Ambani, and Walt Disney are on the brink of finalizing a significant stock-and-cash merger, aiming to forge India’s largest media and entertainment conglomerate, according to a report by Economic Times (ET). The negotiations, under an exclusivity period, are slated to conclude by February 17. With an anticipated ownership stake of 42-45% in the merged entity, Viacom18 is poised to emerge as the leading shareholder. RIL plans to infuse up to $1.5 billion in cash into the new venture, securing a direct stake. The conglomerate as a whole is slated to retain a 60% ownership interest, while Walt Disney will possess the remaining 40%. According to sources cited by ET, Reliance executives are currently devising a comprehensive three-year capital allocation strategy encompassing all business sectors, with the media segment earmarked as pivotal for the company’s growth trajectory. The proposed strategy entails the establishment of a subsidiary of Viacom18 Media, which will subsequently merge with Star India through a stock swap. Both entities are assessed to be of comparable value, ranging between $4-5 billion each, with RIL leveraging cash to acquire a controlling interest. As part of the deal, Jio Cinema, a division of Viacom18, will be seamlessly integrated. However, Disney’s valuation of its India operations has witnessed a significant decline since its 2019 acquisition, primarily attributable to mounting losses incurred by its sports franchise in the country, as highlighted by analysts. Viacom18’s entertainment network in India represents a collaboration between Ambani’s TV18 Broadcast, Paramount Global, and Bodhi Tree Systems, an investment fund established by James Murdoch and former Disney India chief Uday Shankar. Contrary to some reports, Bodhi Tree will indirectly hold shares in the new entity as a Viacom18 stakeholder. As negotiations approach a climax, the merger’s diligence is being diligently conducted by leading firms from both sides, accompanied by multiple law firms and company executives. While the deadline for exclusivity may be extended, the concerted effort is geared toward finalizing the deal by the fiscal year-end, reflecting the dynamic nature of the Indian media landscape and the imperative for consolidation. The forthcoming entity’s board is slated to feature three Disney representatives among its eight or nine members, underscoring the collaborative nature of the venture.
